A native of Georgia, Joe was born in 1973, the sixth child of Johnny and Maureen Segui. Joe and his parents moved from Glynn to Brantley County in the early 1980s. 鈥淢y parents had six children and they worked their butts off to provide for us,鈥� Joe says. 鈥淓arly in my life I saw first-hand the struggles of the poor and downtrodden.鈥�
After earning his GED in 1991, Joe enlisted for military service and attended Army Basic Combat Training at Ft. McClellan, Alabama.
