I received the B.S. and Ph.D. degrees from National Chung Hsing University, Taichung, Taiwan in 1994 and 2004, respectively, all in civil engineering.
From 1996 to 2002, he worked for the Water Resource Agency (WRA) at the Ministry of Economic Affairs (MOEA), Taichung, Taiwan. During 2002 to current, I was a research staff in Water Resources Planning Institute, WRA, MOEA. In 2007, I joined the Department of Civil and Disaster Prevention Engineering, National United University, as an Adjunct Associate Professor.
