The document provides instructions for using GIMP to create a spinning globe animation with 10 steps. It explains that each layer should be thought of as a separate animation frame. The steps have the user open an image, copy and paste it as a new image, use the Spinning Globe filter to apply animation settings and playback the animation. Finally, it explains how to save the result as an animated GIF file.
