Mr. Ou Phannarith is the Director of Information and Communications Technology (ICT) Security of Ministry of Posts and Telecommunications of Cambodia. He is the former Head of National Cambodia Computer Emergency Response Team (CamCERT), National ICT Development Authority (NiDA), Council of Ministers. He had been involved in the development of Cybercrime Law, E-Commerce Law, Cambodia ICT Masterplan 2020 and Digital Signature legislation.
