Over the past two and a half decades, he has been involved a broad range of initiatives funded by bilateral and multilateral agencies, hosting substantive technical contributions in areas such as educational modernization and reform, local economic development, gender mainstreaming and strengthening democratic governance. His work has spanned contrasting settings throughout Latin America, the Caribbean and beyond, also including some early work in support of the advancement of democracy and human rights. Benefiting from this wide professional lens, he has successfully crafted a unique focus on the design and implementation of monitoring and evaluation systems.
