今年 8 月，美國總統拜登簽署眾所矚目的《2022年晶片和科技法案》，以提振美國的半導體晶片生產，重振美國製造業，而其勢必牽動各國半導體產業的佈局。
該法案的主要內容為拜登政府將提撥高達 2,800 億美金以推動美國的創新和科技中心，其中將近五分之一的資金將會專門提供給半導體產業。除此之外，該法案禁止獲取資金的公司十年內在中國增產 28 奈米以下的晶片，違反者需全額退還聯邦補助金。換言之，晶片法案除了提供高額補助金，亦涵蓋針對中國的排他政策。
赴美投資的台積電、三星等國際半導體巨擘勢必將受到部分衝擊。而半導體產業作為台灣的核心產業，長期而言，將可能不利於台廠的獲利表現。
