This graph illustrates a comparison of regional IHR implementation per capacity among the years of 2012, 2013 and 2014.
Although progress was made in 2013 relative to 2012, data of 204 don’t show much improvement.
Not only that, but also, IHR implementation scores for the capacities of Human resources, Laboratory, zoonosis and surveillance and response to chemical events in 2014 is lower than their implementation level in 2013.
The IHR review committee, in its report mentioned that Ebola has underscored the importance of having IHR capacities in place to ensure global health security.
The Committee concluded that IHR self assessment tool is limited by the quality and Implementation reliability of provided information and the that IHR implementation should now advance beyond simple implementation checklist to a more action oriented approach to periodic evaluation of functional capacities.
IHR implementation level is inadequate among countries including those declared meeting IHR obligations: these are the outcomes drawn form the Ebola preparedness regional exercise and the current outbreak of MERS-CoV. Through which, many gaps in implementing IHR were highlighted- in a variable level- in countries. The next two slides highlight these main gaps
To conclude, WHO strategies to support counties to implement IHR should be based on valid and reliable data and the current source for data collection doesn’t provide this.
The IHR review committee in its report and the report for Ebola interim assessment panel concluded that a peer review and external validation of the information collected through IHR monitoring tool is encouraged and needed.
Regions can have specific strategies for monitoring IHR implementation and accordingly in supporting countries in strengthening and maintaining IHR capacities.
