4. Votes cast numbers threshold
The 100 test seems to be failing too many Ideas
The average last year was 80 votes per Idea (both terms)
This terms average is currently 57 votes per Idea
The 100 threshold was set as approximating the upper quartile
of engaged students for each vote.
The upper quartile at present would give a limit of 65 votes
cast.
We propose changing to this threshold for voter participation.
We can look again in term two theres a difference on last
years figures term one average was 10 votes lower per Idea.
If the volume keeps up, the average is likely to be lower anyway,
and the system should take account of behavioural change.
