SYMPOSIUMOVERVIEW
Climate change, economic reality, and
shifting population demographics have
created new momentum around land use
and urban form.
Regional leaders from around the state
are working together to create livable
communities that will also meet our
targets for greenhouse gas reduction.
But, the job is just beginning, and the
road is long.
Governor Brown has been at this task
since his 1978 publication of An Urban
Strategy for California. In 2015, we
anticipate that once again Californias
Governor will take the lead in ushering
in a new set of policies to assure a
sustainable future when the California @
50 Million: Californias Climate Future
is finalized. We must join with him to
create a common vision for California and
plan the next concrete steps forward.
Lets rebuild California in a way that
improves our quality of life, enhances
our economic development, and
protects our environment while using
our tax dollars efficiently. That will require
political cooperation, smart infrastructure
investments, new technologies, creative
public-private partnerships, and a
reexamination of existing policies that
unintentionally reward counterproductive
land use decisions.

Planning and Conservation League Foundation
HISTORY
50years ago, PCL was formed over concerns with Californias way of growing.
While the economy was booming, air and water pollution increased dramatically, our precious
natural resources were not being protected, and sprawling development was committing
future generations to expensive infrastructure investments.
In response, PCL helped create a body of laws that regulated the environmental impacts of
future growth. In 1978, under Governor Browns leadership, a new vision for California was
launched with the initiation of his Urban Strategy. Authored by a former PCL Executive
Director, PCL enthusiastically endorsed this Urban Strategy as a major step toward a more
thoughtful governing process.

PCL has worked hard to
implement the Urban Strategys
vision by raising nearly $30 billion
to protect wetlands, floodplains,
groundwater, wildlife corridors and
agricultural lands from encroaching
sprawl and to create urban parks,
greenbelts. PCL also helped
secure nearly $8 billion for transit
developments such as BART,
MetroLink and other light rails.
