This document outlines Elsevier's policy of not double dipping on open access article charges and subscription prices. - #2: Elsevier’s policy We do not charge subscribers for open access content and when calculating subscription prices only to take into account content published under the subscription model. Adjustments in individual journal list prices reflect a number of factors including growth in the number of articles published; impact factor; usage; and other revenue streams. The uptake of sponsored open access in subscription journals remains small relative to these factors and has a very small impact on journal list prices. Prices of subscription journals can rise or fall. Elsevier subscription prices depend (among other factors) on the number of subscription articles only. If the number of subscription articles goes down in a structured way, we will reduce the subscription price of the journal. In 2016 we adjusted the subscription prices of 21 journal titles downwards to reflect falls in subscription article volume . In some cases, hybrid titles with declining subscription revenue and an increasing number of open access articles will transition towards a full open access model as a result of this process. As part of the policy in subsequent years Elsevier will avoid strong upward price increases in case the OA trend is reversing.
