The town of Riverhead took ownership of the former 2900 acre Naval Weapons Industrial Reserve Plant, now known as EPCAL, in 1998 from the US Navy with the goals of job creation, tax revenue generation, and productive economic development on the large property. However, after 10 years, the site remains mostly unchanged with no economic benefit to taxpayers, demonstrating the town board's incompetence in redeveloping one of the largest real estate projects in the Northeast.
