- 1. A Proposed Training center for Hearing, Speech and Visually Impaired persons.
- 2. Background of the study Persons with disabilities are often the most disregarded and defenseless groups in the Asian and Pacific region, as they tend to face not only activity limitations but also working for living environment and social barriers. These barriers include stigmatization, prejudice and discrimination and a failure to modify work or living environments to make them fully accessible. All these negative conditions prevent them from freedom of movement in society, and act a s a barrier against their full participation. People with disabilities often live in isolation, are insecure and thus have lack of power, participation and respect, which is a major dimension of poverty (ESCAP et al, 2007).
- 3. Background of the study We, Filipinos, are the one who make this country profitable and prolific. And with over 90 million citizens in the country, we could never disregard that 10% of this population are disabled and handicapped. Based on World Health Organization (WHO) statistics, this concerns about 8.7 million Persons with Disabilities (PWD). With an average annual birth rate of 2.3 million, it is inferred that 230,000 disabled children are combined annually to the total disabled population. And according to 2000 Census of Population and Housing (CPH) results, the proportion of PWDs in the Philippines was registered at 1.23 percent.
- 4. This proposal aims to have a traning and education facility for Deaf, Mute and Blind Persons that can help them sustain their needs without relying to anyone.
