• #2: MEDCO is an instrumentality of the State of Maryland, created by the General Assembly to serve as a statewide economic engine. MEDCO has real estate development and bond issuance powers.
• #3: MEDCO was established to relieve unemployment, encourage, attract and retain business activity and commerce, promote economic development and promote the health, safety and right to gainful employment of the residents of Maryland.
• #4: MEDCO works vigorously to increase business activity, advance economic development, encourage charitable and cultural activities, enhance workforce development and promote economic viability in Maryland.
• #5: Commercial- WHAT? Part of MEDCO’s mission is to encourage the increase of business activity and commerce throughout the State, MEDCO does so by utilizing its bond issuance capabilities for commercial sector companies.
• #6: Commercial Why?- Manufacturing and production companies are key components to a balanced economic ecosystem- MEDCO bond financing provides an additional option to such companies that can better match the useful life of purchased assets.
• #7: Commercial How?- On September 30th, 2010, MEDCO issued $7.3M in bonds to enable Gold Crust Bakery, a Virginia-based bakery, to acquire and improve a 100,000 sq/ft building in Hyattsville, resulting in the creation of 70 jobs within Maryland.
• #8: EDUCATION- WHAT? MEDCO provides assistance to public higher education entities by financing, developing, owning and/or operating student housing and other facilities. MEDCO typically finances these projects through the issuance of its revenue bonds.
• #9: Education- WHY? Such projects are essential to the successful operations of universities. MEDCO assists by providing an alternative financing mechanism, through its bond issuances and by accelerating both the project delivery and procurement process.
• #10: EDUCATION HOW?- Since 1999, MEDCO has assisted the University of Maryland, College Park by financing, developing, owning and operating multiple student housing projects. MEDCO developed, constructed and continues to operate approximately 3,000 beds at College Park.
• #11: Non- Profit- What? – MEDCO’s involvement with nonprofits directly fulfills its legislative purpose to promote the health, safety, and right to gainful employment for residents of Maryland and enhances the quality of life.
• #12: Non-profit- Why? In competitive, high interest rate markets, non-profit organizations can be underserved by commercial lenders and the availability of MEDCO bond financing as a potential funding mechanism can fill the funding gap during such conditions.
• #13: Non-profit- How? – In December 2011, MEDCO issued $18M in revenue bonds allowing the YMCA of Central Maryland to acquire land for new facilities and improve existing facilities throughout the State.
• #14: Government- What? MEDCO is committed to partnering with Federal, State and local agencies to support the development, expansion and modernization of facilities; including collaboration between public and private sectors in the form of Public- Private Partnerships.
• #15: Government- Why? MEDCO partners with Federal, State and Local government to expedite project procurement and project delivery processes, provide alternative options for project financing and to support development efforts through oversight.
• #16: Government- How? In October 2014, MEDCO issued $9.2M in bonds and used the proceeds to transform an existing warehouse facility into a conditioned archival storage facility for the Maryland State Archives.
• #17: Advisory- What? MEDCO’s staff directly promotes economic development and opportunities statewide through active service on boards and advisory positions within various organizations.
• #18: Advisory- Why? - MEDCO’s regular interface with the various aspects of the State’s economic ecosystem provide staff with innovative insights and creative problem solving options that can be valuable to partner organizations.
• #19: Advisory- How? MEDCO’s executive director is an ex-officio member of the Bainbridge Development Corporation’s Board and provides advisory services to support its mission to bring economic opportunities to Cecil County.
• #20: Studies- MEDCO also collaborates with State, local and county entities in coordinating the procurement of studies and reports to obtain recommendations on the the feasibility of potential projects.
