Henry IV and his minister Sully strengthened French absolutism from 1589-1610 by enhancing the power of the monarchy, implementing policies of mercantilism to control the economy, reducing royal debt, reforming the tax system, and improving transportation. Louis XIII and his chief minister Cardinal Richelieu continued consolidating power for the French monarchy from 1610-1642.
