1) There are 80 million people in the European Union affected by disabilities to some degree, which is approximately 15% of the EU population.
2) As the population ages, disabilities are becoming more common. Increased mobility across Europe also means emergency apps need to work across borders to support travelers and migrants with disabilities.
3) Next generation emergency services need to be fully inclusive and accessible to support independent living and participation for all citizens, including those who may temporarily lose abilities like hearing or speech after accidents.

• Allowing deaf and hard-of-hearing citizens to
communicate in an emergency in a way/language
that is accessible to them
• Even the visual contact alone helps to relief the
stress
• PSAPs must be trained to handle with deaf people

development process of emergency systems
• Easy-to-use (ES: One-touch)
• Universal and visually comprehensible

• Crucial for every citizen who could temporarily
find himself/herself without the ability to hear or
speak (e.g., after car crash or a stroke)
• Deaf or hard of hearing citizen may call
emergency services on behalf of a fellow citizen
• If we design to ensure accessibility, the design
benefits everyone
