NEXES Iteration Two Workshop
Bucharest, November 2017
Accessibility Aspects in NGES
by Frankie Picron (EUD)
Disabilities in Europe
• 80 million people affected by a disability to
some degree in the European Union
• 15 % of the EU population
• Equivalent to the population of :
Belgium, Czech Republic, Greece, Hungary and the
Netherlands together
16 November 2017 NEXES Iteration Two Workshop 2
Population is getting older…

…and this brings more disabilities
16 November 2017 NEXES Iteration Two Workshop 4
Tourists | Early Migrants
• Increased flow of tourists and migrants
• More mobility in Europe requires emergency
Apps to work across Europe
• Citizens with disabilities also travel and migrate
• Support freedom of movement
16 November 2017 NEXES Iteration Two Workshop 5
Elderly
• Increased percentage of elderly citizens in
today’s society
• Special needs: chronic medical conditions
• Elderly citizens also travel (low foreign language
literacy)
• Support active lifestyle
16 November 2017 NEXES Iteration Two Workshop 6
Challenges
• Provide emergency services that cater to
everyone’s needs (truly inclusive)
• Independent living
• Full and active participation in all aspects of
life
• Everyone can be temporarily impaired
16 November 2017 NEXES Iteration Two Workshop 7
Reaching Today’s Emergency Services
• Only 15 EU members states are SMS-available
(3 of them do not cover all the country)
• Fax technologies
• New technologies are emerging
(Instant messaging, RTT, …)
16 November 2017 NEXES Iteration Two Workshop 8
NEXES Accessibility Exercise
• Accessibility Workshop
• Scenario & discussion
with 3 groups
• What we learned ?
NEXES Accessibility Workshop - Feedback
• Allowing deaf and hard-of-hearing citizens to
communicate in an emergency in a way/language
that is accessible to them
• Even the visual contact alone helps to relief the
stress
• PSAPs must be trained to handle with deaf people
• Involvement of citizens with disabilities in the
development process of emergency systems
• Easy-to-use (ES: One-touch)
• Universal and visually comprehensible
(e.g., vibration movements, map, colour codes)
16 November 2017 NEXES Iteration Two Workshop 10
Conclusion
• Total Conversation – 3 in 1
(Videocall – Real Time-Text – Audio)
• Crucial for every citizen who could temporarily
find himself/herself without the ability to hear or
speak (e.g., after car crash or a stroke)
• Deaf or hard of hearing citizen may call
emergency services on behalf of a fellow citizen
• If we design to ensure accessibility, the design
benefits everyone
