In todays society, pets have become an invaluable part of the modern American family. Often viewed with the same love and dedication as human children, treasured pets become of integral importance within the family unit, teaching us about the lessons of responsibility, loyalty, care of another living being, companionship, and unconditional love. It is because of the importance of animals in peoples lives, people are struck horrified and angry as they witness the violence against animals increasing in our country and the devastation that it leaves behind. With minimal consequences within the justice system for those who are convicted of such a crime, it has become necessary to have a dialogue about how to stop this horrific trend. How can society monitor and keep track of these offenders so that they are not able to commit these terrible crimes again? A solution may be one that is already in place for those offenders who commit sexual crimes against people. Each state should create and maintain a searchable registry for convicted animal abusers.

Animal abuse within America is on the rise. Increases in dog fighting as well as other crimes of abuse, torture, and neglect against animals show a disturbing trend. In 2007, there were an estimated 40,000 people involved in dogfighting (Dogfighting a Booming Business, 2007). Glamorization of dog fighting by urban entertainers and sports figures have helped to fuel what is a popular sport in many urban areas. From hip hop videos and YouTube videos to Facebook, dog fighting has been projected to be a status symbol for inner city young men seeking notoriety among their peers. With the case of Michael Vick being brought to the forefront in 2007, animal advocates thought they would have the platform necessary for their cause based on the horrific details which came out of that investigation. According to testimony from the trial, Michael Vick assisted in the hanging of three dogs and drowned another three dogs in five gallon buckets. Dogs were also electrocuted, shot, beaten, and physically tortured. Michael Vick was facing possible sentences resulting from the states charges: one count of torturing and killing dogs and one count of promoting dog fighting. Both of these charges could have given him a maximum prison term of five years, but due to an agreement between prosecutors and Michael Vicks attorneys, he was given a three year suspended prison term and a $2,500 fine (Naqi, 2008). When looking at the horror suffered by the surviving dogs of Michael Vicks kennels, his sentence hardly seems equitable justice for his victims.

The animal is inferior to man, and takes its place within a hierarchy which
is the hierarchy of animals, and above all is a part of nature with all its
"racial and natural" selections. The animal is subordinate to nature and to
man. It will often be in the interests of man to kill and mutilate wild or
domestic animals, to subjugate them and, to this end, to tame them with
all the painful consequences this may entail for them and, if they are too
old, or too numerous, or abandoned, to kill them.

In 1987 the Law Reform Commission of Canada had recommended an entirely
new part be created in the Code
What the Criminal law should address was the growing sentiment that it was
no longer appropriate to treat crimes against animals as mere property
offences.
In 1998 the Department of Justice commissioned a report Crimes Against
Animals.

should be protected from intentional cruelty
and needless pain.

Reform of the law is not intended to forbid conduct that
is socially acceptable or authorized by law so these
provisions do not restrict or otherwise interfere with
normal and regulated activities i.e. hunting, fishing, etc.
Crimes against animals is separated from other property
offences in Part XI of the Code ;
Moved to part dealing with morals based offences.
15. Bill C-17:
Proposed to move crimes against animals from property from Part XI
of the Code to a revised Part V which would include sexual offences
against public morals, disorderly conduct, and cruelty to animals;
-Introduced a definition of animal to mean a vertebrate, other than
a human being, and any other animal that has the capacity to feel pain
-Made it an offence to kill an animal without lawful excuse;
-Changed the offences from summary conviction to hybrid offences.

18. Complications due to
Parliamentary Process:
The parliamentary process has too many possibilities for someone to raise
some objection to some element of an omnibus bill because of the nature of
the Parliamentary process which encourages criticism to passage of Bills;
Bills need to be more specific to pass, particularly when they are contentious
Issues such as the status of animals and amongst stakeholders with a vested
interests (who hold strong interests) on these issues.
