This document outlines building accessibility regulations in Uganda pertaining to stairs, lifts, ramps, driveways, and parking.
[1] Staircases must provide safe passage between levels and include handrails, landings, sufficient headroom, and barriers against falling. Lifts must safely move people without excessive acceleration and buildings with 5+ stories must have at least one lift. Ramps must have a constant gradient, non-slip surface, and handrails to be accessible.
[2] Parking areas must provide adequately lit and signed spaces for general and disabled users. Driveways cannot be situated near junctions, must drain internally, and comply with minimum size requirements depending on intended use.

2. STAIRCASES
Objective
The objective of paragraphs 1, 2 and 3 is to protect people from injury
and to facilitate access during movement from one level to another in a
building.
Performance requirement
1) A staircase (including a flight of 2 steps or more) shall provide a safe
and suitable passage for the movement of people.

2) A staircase shall have;
(a) handrails or guides to assist movement;
(b) landings to break a fall and provide a place for rest;
(c) sufficient headroom to avoid injury; and(d) barriers against falling from 1000 mm or more from
an open side.
3)Paragraphs 1 and 2 shall apply only to staircases that provide access to levels having rooms or
spaces meant for human occupation.
These Regulations may be cited as the occupational safety and health act, 2007
4. LIFTS
Objective
4) The objective of paragraphs 5 and 6 is to provide a convenient means
of vertical transportation and to protect people from injury while using
the lifts or escalators.

5 ) Lifts shall
(a) move people safely; and
(b) not produce excessive acceleration or deceleration.
6. A building comprising 5 or more storeys (including the ground level)
shall be provided with one or more passenger lifts.

6. RAMPS
Where ramps are used the
Gradient shall be constant and not broken by steps,
Maximum gradient for a ramp that is subject to heavy crowd flow shall not
exceed 1 in 12,
Ramp shall have a non-slip surface and, as appropriate, a guard rail and a
handrail.
Ramps installed for wheelchair users shall comply with relevant Uganda
Standards.

8. PARKING
The event organizer shall plan separate parking areas for the general audience traffic, vehicles for
people with special needs
Car and bus parks shall be adequately lit, signposted and labelled with reflective numerals or
letters so that vehicles can be easily located at the end of an event or in any emergency.
For outdoor events, signs shall be positioned at exit gates leading from the parking area to the
venue to assist in identifying the location of parked vehicles.
Clear signs for exiting vehicles showing route direction shall be considered.

In a parking area provided for a building there shall be at least one
lot or 4% of the total lots, whichever is the greater, designed and
designated for use by physically disabled persons.
These Regulations may be cited as the Traffic and Road Safety (Parking
of Motor Vehicles) act, 2001.
10. DRIVEWAY
The footway crossing/driveway should not be situated within 15metres of a road
junction.
The driveway must be internally drained with no surface water discharging on to
the public road.
The crossing may not be used as a parking area and no part of it is exempted for
the purpose of footway crossing

Size of Parking Area
11. Continue.
Generally a minimum parking area measuring 3.0metres by 5.0metres will ensure that most cars
currently on the market will not overhang the footway, which is an offence.
The length of the driveway must be must be a minimum of 5.0metres or 6.0metres if parking area
is in front of a garage or door contained within the property. If a driveway is longer than
7.0metres then it must be at least 10.0metres long to prevent two vehicles parking with the second
car overhanging the footway.

The driveway should be installed at a right angle to the public road. If the access to the driveway
if off an 'A' or 'B' class road, District and Local Distributor Road Network then vehicles must be
able to enter and exit in a forward gear. However, the above condition may be relaxed on a Local
Distributor Road.
A driveway will not generally be allowed access from a parking lay-by if that lay-by is regularly used
by parked vehicles, and locally available parking would be reduced detrimentally by creating a
driveway access.
These Regulations may also be cited as the Traffic and Road Safety (Parking of Motor Vehicles)
act, 2001.
