Meaning In this case the modal verb expresses a Wish that the author has.

Tense Name Can.(present) 
Meaning The modal verb expresses an Ability to do something, in this case go back 
Example 3: 
Context Stranger things could never change my mind. 
Tense Name Could.(past) 
Meaning Could is used to talk about what someone was generally able to do in the 
past. 
Part 3: Voice
Example : 
Context Centuries are what it meant to me. 
Tense Name 
Use 
Simple present. 
We use passive voice to emphasize in the action expressed in the clause.( the 
form of a verb used when the subject is affected by the action of the verb)
