4. What is battery WASTE AUTHORISATION?
Battery Waste Management Rules are applicable on manufacturers, importers, re-conditioners, and assemblers to ensure that used
batteries are collected back and diverted to licensed recyclers. Responsibilities have also been placed on other stakeholders such as
retailers, recyclers, buyers, auctioneers, regulators and customs authorities.
Batteries are generally hard to displace in the modern world due to their entrance into every aspect of human life. There are many heavy
metals in these batteries, including cadmium, copper, arsenic, mercury, nickel, or zinc, all of which are hazardous to human health and
climate.
The casual disposal of spent batteries into landfills inevitably results in heavy metals and other toxic substances being percolated into the
soil and water, contaminating food and water supplies and making them unhealthy for use by mankind and wildlife.

5. WHO NEEDS battery WASTE AUTHORISATION?
Every importer of batteries in India: Means a person who imports new lead-acid batteries or components
containing lead thereof for the purpose of sale.
ASSEMBLER of battery waste: A person who manufactures lead-acid batteries by assembling various components
dismantler OF BATTERY WASTE: A person involved in the business of dismantling batteries falls under this category
Re-conditioner of battery WASTE: Means a person involved in repairing of lead-acid batteries for selling the
same in the market.
6. It shall be the responsibility of a manufacturer, importer, assembler and
re-conditioner to
Ensure that the used batteries are collected back as per the Schedule
Ensure that used batteries collected back are of similar type and
specifications as that of the new batteries sold;
File a half-yearly return of their sales and buy-back to the State Board in
Form- I latest by 30 June and 30 December of every year;
Set up collection centres either individually or jointly -at various places
for collection of used batteries from consumers or dealers;
Ensure that used batteries collected are sent only to the registered
recyclers,
Ensure that necessary arrangements are made with dealers for safe
transportation from collection centres to the premises of registered
recyclers ;
Ensure that no damage to the environment occurs during
transportation;
Create public awareness through advertisements, publications,
posters or by other means with regard to the following
hazards of lead;
responsibility of consumers to return their used batteries only to the
dealers or deliver at designated collection centres; and
addresses of dealers and designated collection centres.
