The SCS is a long-range regional land use/transportation plan intended to: Meet the regions GHG reduction target, as given by state Air Resources Board House all growth within the region, including very low and low income households Identify resource areas Identify transportation network to meet long-range needs Meet Federal Conformity requirements What is the Sustainable Communities Strategy
SB375 and the SCS is the land use/transportation component of AB32: AB 32 requires that CA reduce GHGs to 1990 levels by 2020 AB32 covers all industry segments, accept land use/transportation SB 375 was developed to address land use/transportation industry (specifically cars and light trucks) What is the Sustainable Communities Strategy Sources: USEIA, BAAQMD Transportation : 48 % Bay Area Transportation: 38% California
The SCS is to be prepared by regional agencies in consultation with CMAs and local governments: ABAG: land use components, i.e. Projections and RHNA MTC: transportation network; Regional Transportation Plan Air District: develop GHG reduction strategies, CARB consultation, ISR rule BCDC: Bay Plan Amendment, sea-level rise adaptation Local Governments: land use inputs for regional model, preferred transportation projects, housing elements Both ABAG and MTC officially adopt the SCS as part of RTP (adopted by MTC) Bay Area SCS Responsibilities

Housing Target SB375 requires that the SCS identify areas within the region sufficient to house all the population of the region, including all economic segments of the population...taking into account net migration into the region, household formation and employment growth; identify areas within the region sufficient to house an eight-year projection of the regional housing need for the region
Near-term:  Determining PDA build-out capacities for P-2009; Circulate P-2009 at census tract level for allocation to TAZ level; Agree on Scope of Work for local  support and facilitation of SCS development. Mid-Term :  Provide feedback to ABAG on proposed P-2009 allocations Develop Baseline 2020 and 2030 land use scenarios Facilitate SCS development scenarios Forward Transportation Investment Priorities to MTC for incorporation into the SCS Long-Term SCS implementation CCTA Role in the SCS
