Personal Statement
Raul Morales is Medical Director of the American Red Cross (ARC) in San Juan, P.R. since December
2010 where he oversees donor and patient safety issues related to blood collection and transfusion. He serves
as Director of Clinical Laboratory Improvement Amendments (CLIA), Director of the Hematopoietic Stem Cell
Transplantation and Cellular Therapy Program (HCT/P), and Immunohematology Reference laboratory (IRL) at
the ARC in PR since then. He is Chief Medical Officer of Ashford Institute of Hematology & Oncology since
1995 with privileges as attending/consultant at the Medicine Department of the Ashford Presbyterian
Community Hospital since then. He recently served as the Medical representative on the Board of Directors of
Gurabo Community Health Care Center which administers three ambulatory community centers at Gurabo,
San Lorenzo and Trujillo Alto.
Dr Morales Borges has a broad experience of basic & clinical research as well as healthcare administrative
issues, palliative/supportive care, and education of medical students and physicians. He served as investigator
and collaborator at clinical trials in Stem Cell Cryopreservation and Dengue Follow-Up Study in Blood Donors
with ARC and in Hematology/Oncology/HIV studies in his private practice. He has particular interest in clinical
services, therapeutic aphaeresis, immunohematology, and transfusion-transmitted diseases (infectious
diseases, TRALI & iron overload) with ARC and hematologic diseases in pregnancy, anemia in the elderly,
bleeding & clotting disorders, GI/GU/Breast Oncology in his private practice. He has knowledge about the 21
CFR Part 1271, cGMP, GTP’s, FDA, AABB regulations about cellular therapy & blood transfusions.
