The Bright Star Award recognizes 85 Illinois school districts that achieved high student academic performance while keeping costs low. To receive the award, a district's students must rank in the top third for academic performance in Illinois, while the district's expenditures per student must be in the bottom fourth compared to other Illinois districts of similar size, which on average spend $11,674 per student.
