 The word Bureaucracy stems from the combination of
a French word Bureau and a Greek word Kratos .
 A system of government in which most of the important
decisions are taken by state officials rather than by elected
representatives. (Oxford Dictionary ) .
 Bureaucracy refers to both a body of non-elective government
officials and an administrative policy-making group.
