SPECIAL PURPOSE DISTRICT BUSINESS IMPROVEMENT DISTRICT Perform a very small number of closely related functions – hence the notion of the special, or limited purpose district, as opposed to the general purpose city, township, or county. SPECIAL ASSESSMENT BUSINESS IMPROVEMENT DISTRICT Derived from the property tax and user fee Special benefit must be clearly defined Administered by the city BID is justified and measured not by the wealth or ability to pay but by the benefit that results from the improvement – more like a user fee Lack clearly defined benefit Not always administered by the city

A BID is an assessment on property within a defined geographic boundary. Revenues from this assessment are directed back to the defined area to finance a myriad of enhanced services, with the goal of making the city “safe and clean.” Form out of part fear and part opportunity
