government to establish a civil judiciary pilot courts

The Higher Judicial Council took the
responsibility of analyzing the
system in terms of litigation
procedures and the course of the
proceedings in each of:
• Courts of First Instance
• Legitimate Courts
• Appellate Bodies

By order of H.E. the President of the
Supreme Judicial Council, a
Specialized judicial committee was
formed by specialized judges and
programmers from the IT section in
order to pursue the system analysis
process which took around (6)
months.
The analysis process also included
producing the system Workflow
Diagrams in coordination with the
System Developers down to the final
approval on the system prototypes.

‫مجلس‬ ‫في‬ ‫المعلومات‬ ‫تكنلوجيا‬ ‫قسم‬ ‫مع‬
‫األعلى‬ ‫القضاء‬.
The UNDP took the responsibility to
prepare and provide the system
applications as well as providing the
necessary training on how to
manage and maintain in different
levels including Users trainings and
contracted Synergy International for
this purpose.
Later on, the UNDP provided all the
necessary equipment including
computers, network servers as well
as Enterprise Software Package to
both pilot courts at Baghdad-Rusafa
and Basra in coordination with the IT
section at the HJC.

The primary stage of the system
incorporates civil litigation proceedings
in the first instance courts and Legitimate
Courts and the litigation proceedings in
the Appellate Stage. However, the system
does not include litigation proceedings at
the discrimination stage, which will
hopefully to be completed in the near
future, God willing.
The system was reviewed by the IT
section at the HJC with the system
developers in coordination and direct
supervision of the UNDP and many
required modifications were
implemented and others still pending.

The system monitors all
litigation proceedings
starting from cases
registration to the
issuance of the final
decision which includes
the following operations:

System enforcement prospects and future
expectations
The system has been
launched in the pilot stage at
the following courts:
• The First Instance
Commercial Court for Non-
Iraqis.
• Rusafa First Instance Court
• Basra First Instance Court
• Rusafa Appellate Court

Due to the fact that the system is
providing a good and effective tools to
manage the litigation processes and
procedures and enables access to
valuable reports that contains all kind of
lawsuits, statistics and rate of
achievement which can be relied upon
to develop strategies for the future
development of Iraqi judiciary ...

The HJC is planning to deploy the
system among all Iraqi courts
upon completion of the Pilot
Stage, finalizing all required
modification and adding the final
phase of the litigation procedures
at the discrimination which will
constitute an integrated and
inclusive system for all litigation
phases. This definitely requires
preparing for the material and
human resources in all iraqi courts
including a solid training strategies
