The Belgian Federal Health Library (VDIC) transitioned from solely being a resource sharing organization to forming partnerships. It underwent four steps: 1) reorganizing all libraries, 2) selecting a cost model for partnerships, 3) evaluating new partnership candidates, and 4) integrating approved partners. The cost model selected was a mixed model where partners providing additional portfolio or expertise received a cost reduction. Responsibilities and collections were rationalized among partners.
