Rationale
“To protect and promote the right of citizens to quality education at all levels and
shall take appropriate steps to make such education accessible to all,” is what Section 1 of
Article XIV under the 1987 Philippine Constitution states. It was further emphasized that
the state is mandated to provide an educational system that meets the needs of the people,
develop their potentials and skills as well as their moral character.
This is the main reason why the giving of quality education is the primordial
function of instruction. The efficacy of teacher instruction reveals itself in the skills their
students display in their careers and their contribution to society. It is believed that in the
hands of uncommitted and ineffective teachers, every designed curriculum and even the
best one is doomed to fail. Although some students can still learn independently, it can
never be denied that the quality of the outputs of education is a function, to a great extent,
of instruction and students’ interaction with their teachers.
Teachers who are experts in their field of specialization and who are genuinely
concerned with the total growth of their students can leave an indelible imprint in the
hearts and minds of the learners that can withstand the passage of time. But, how many
such teachers can be found? Why do some teachers experience having students who are
cutting classes? And why do other teachers motivate and influence their students double
