Attention of the Addl. Prl. Chief Conservator of Forests / Chief Conservator of
Forests/Conservator of Forests (T&WL) is invited to the reference cited, wherein
certain instructions were issued for raising of successful plantations. Instances have
come to the notice of this office that the Reserve Forest blocks and plantation areas
adjacent to the agricultural lands and habitations are being occupied by the
encroachers by extending into the forest blocks.
To overcome such instances, some of the Conservators of Forests have
submitted proposals for digging of CPT in such problematic areas. Their proposals
were examined and permission was accorded for digging of peripheral trench with a
dimension of 2mX2m (depth and bottom width depend on soil conditions) which is
more effective in restricting the encroachment and the movement of cattle with the
following instructions:
1. The peripheral trench shall be executed depending on the topography of the
ground ie., the gradient / slope shall be considered and ensure that the side
slopes of trench are stable for the type of soils existing.
2. At every 20mt interval of peripheral trench, septa of 0.5 mt shall be
provided. The excavated soil of peripheral trench has to be deposited on the
RF boundary, giving a clear margin for berm (10 to 15 cms) so that a mound
is formed for dibbling of palmyrah nuts, babul seed/seedlings & Gaccha Kaya
seed in between two or three rows of clonal eucalyptus planting on the
mound, to form an effective vegetative barrier.
3. Tall plants of 1.5 m to 2 m height in 5X9 or 6X12 bag plants with water
resistant species viz., Batta ganupa, neredu , tellamaddi , Babul etc., may be
planted at an interval of 3 m , in the bottom of the trench as a second level
barrier.

The dimensions of peripheral trench mentioned above and species of plants
given are indicative and the CFs are advised to adopt the dimensions and species
depending upon the topography and soil condition of the ground.
4. The APCCFs/ CCFs/ CFs are requested to follow the above guidelines while
digging of peripheral trench in problematic areas under any scheme, as per
the provisions and approvals, to restrict the encroachment and biotic
interference.
The Addl. Prl. Chief Conservator of Forests / Chief Conservator of Forests /
Conservator of Forests should communicate the instructions issued from time to time
to all concerned in the circle ( DFOs / Sub-DFOs / FROs / Junior Forest Officers) to
ensure proper transmission of instructions and timely execution of works.
The Addl. Prl. Chief Conservator of Forests / Chief Conservator of Forests /
Conservator of Forests are requested to take necessary action and report compliance.
