This document proposes a citizen engagement service called Tukol that would use missed call technology to deliver political messages and information to citizens conveniently. It notes current challenges with low citizen participation and discusses dilemmas faced by both citizens and politicians. Tukol would allow callers to receive auto-played messages by making a missed call to a unique number and participate in two-way SMS communication. The target market includes government agencies, political parties, politicians and donors. The proposal is to partner with a specific political party to leverage Tukol's missed call service to engage, inform and mobilize voters easily and cost-effectively.
