Policy that it contributes significantly to the process of
development of the country with as a result of enhanced
productivity and efficiency in the movement of goods and
services by providing access to safe, secure and affordable Air
services and world class infrastructure facilities.

employment opportunities directly, indirectly and induced is

of industries such as Airports, Airlines, Cargo, MRO, Ground
Handling,ANS, Retail business, Real Estate etc.

MISSION OF CIVIL AVIATION POLICY
v The main aim of the Civil Aviation Policy is to
maintain a competitive Civil Aviation Environment
which ensures safety and security in accordance
with international standards, promotes efficient,
cost effective and orderly growth of air transport
and contributes to social and economic
development of the country.

OBJECTIVES OF CIVIL AVIATION POLICY
v The objectives of this Civil Aviation Policy are the
creation and continued facilitation of a competitive
and service oriented Civil Aviation Environment in
which:
•  Safe, efficient, reliable and widespread quality air transport
services are provided at reasonable prices.
•  There exists a well-defined regulatory framework catering
to changing needs and circumstances.
•  Private participation is encouraged and opportunities
created for investors to realize adequate returns on their
investments.

•  Recognizing that aviation today is an important element of
infrastructure, rapid upgradation of airport infrastructure to
world class with priority to the busiest airports and those
handling international flights.
•  Recognizing that transportation of air cargo is vital to the
economic growth of the country, creation and development of
specific infrastructure for air transportation of cargo and
express cargo is encouraged.
•  Modernization of Air Navigation Services (ANS)
•  The role of aviation support services like human resource
development, maintenance facilities and manufacture of aircraft
is very important, as these are the backbone of civil aviation
services. These services should be available in state-of-art
condition in adequate supply in accordance with demand. For
this, the role of private sector needs to be emphasised.

•  Rationalizing the cost of Aviation Turbine Fuel (ATF).
•  Tourism Policy
As Civil Aviation and Tourism are very much inter-connected, the
comprehensive 'Tourism Policy' should encompass Civil Aviation aspects
and ensure integrated growth of both the sectors.
•  Aviation University / Training Infrastructure.
„  Standards and guidelines for training institutions will be prescribed and
enforced by CAA.
„  Private sector participation will be encouraged in training institution
for pilots, maintenance personnel, security staff and air-traffic
controllers.

TO SUMMARIZE,THE PROPOSED CIVIL AVIATION
POLICY SHOULD ADDRESS THE FOLLOWING
IMPORTANT ISSUES:
A well structured national aviation policy is need of the hour and should
address the following:
v  Ensure all future airport projects under PPP model.
v  Ensure setting up of an investor friendly Regulatory regime.
v  Allowing private participation in all the areas of Civil Aviation sector.
v  Promote an integrated transport system in the country.
v  A well structured policy for planned development of Airports, Cargo,
Hub, MRO,Aerotropolis, R&D, General Aviation and Aviation University
etc.

The National Civil Aviation Policy aims to prepare for 30 crore domestic and 50 crore international passengers by 2027. Key objectives include ensuring safety through technology, enhancing regional connectivity through infrastructure development, and promoting the aviation sector through cargo, maintenance, and skill development. The policy introduces a regional connectivity scheme to subsidize flights to small towns, liberalizes bilateral rights, and transitions airport tariffs to a hybrid model using 30% of non-aeronautical revenues. MISSION OF CIVIL AVIATION POLICY v The main aim of the Civil Aviation Policy is to maintain a competitive Civil Aviation Environment which ensures safety and security in accordance with international standards, promotes efficient, cost effective and orderly growth of air transport and contributes to social and economic development of the country.

OBJECTIVES OF CIVIL AVIATION POLICY v The objectives of this Civil Aviation Policy are the creation and continued facilitation of a competitive and service oriented Civil Aviation Environment in which: •  Safe, efficient, reliable and widespread quality air transport services are provided at reasonable prices. •  There exists a well-defined regulatory framework catering to changing needs and circumstances. •  Private participation is encouraged and opportunities created for investors to realize adequate returns on their investments.

6. •  Recognizing that aviation today is an important element of infrastructure, rapid upgradation of airport infrastructure to world class with priority to the busiest airports and those handling international flights. •  Recognizing that transportation of air cargo is vital to the economic growth of the country, creation and development of specific infrastructure for air transportation of cargo and express cargo is encouraged. •  Modernization of Air Navigation Services (ANS) •  The role of aviation support services like human resource development, maintenance facilities and manufacture of aircraft is very important, as these are the backbone of civil aviation services. These services should be available in state-of-art condition in adequate supply in accordance with demand. For this, the role of private sector needs to be emphasised.

7. •  Rationalizing the cost of Aviation Turbine Fuel (ATF). •  Tourism Policy As Civil Aviation and Tourism are very much inter-connected, the comprehensive 'Tourism Policy' should encompass Civil Aviation aspects and ensure integrated growth of both the sectors. •  Aviation University / Training Infrastructure. „  Standards and guidelines for training institutions will be prescribed and enforced by CAA. „  Private sector participation will be encouraged in training institution for pilots, maintenance personnel, security staff and air-traffic controllers.
