The document discusses projects, standards, and implementations to support the European Higher Education Area (EHEA). It addresses three areas: 1) international visibility through the PLOTEUS portal, 2) standards such as the Metadata for Learning Opportunities (MLO) for describing courses, and 3) best practices shared by the Rome Student System Standard Group (RS3G) implementers network. The goal is to facilitate student mobility and lifelong learning through common standards and exchange of data between different university systems.

BP is good, it is the implementation which lacks.

MLO è una specifica tecnica per descrivere i corsi di studio, basata sull’ECTS.
MLO-Advertising (MLO-AD) is a metadata specification for the discovery and exchange of information about courses and other learning and training opportunities.
MLO-AD provides information about a learning opportunity, to enable the learner to make a decision if there is a need for more information about the learning opportunity, and where to find that information.
The MLO work has as its background in the identified need to harmonise different specifications around Europe for describing and exchanging information about courses, elearning offerings, and learning opportunities.
This project was initiated by Norway and had its basis in the Norwegian CDM (Course Description Metadata) work. The CDM specification has been adopted by French universities with some modifications in a project co-ordinated by the French Ministry of Education. In Sweden they used EMIL (Education Information Markup Language), in Germany DIN published (December 2006) the specification PAS 1068 developed in consensus by its DIN-workshop, and the UK had developed XCRI (eXchanging Course-Related Information) into a much used service.
In 2004 a project was proposed by the CEN/ISSS WS-LT for harmonisation of the existing specifications and to identify needs and use cases by other countries. As a number of experts and national interests found this a serious market demand, a group of experts in the field set out to do this work on a voluntary unpaid basis.
It is a lightweight specification that fits well with existing business processes, and technologies - easy to implement to ensure a rapid uptake by the European countries.
It supports the ECTS descriptions and the exchange of ECTS information. The MLO-AD spedification is also designed to facilitate semantic technologies and web architectures to support several mechanisms for exchange of the information and aggregation of information by third party service suppliers .
“Standards come through adoption, everything else is mere specification” (the adoption dilemma)
This work set a precedent in leveraging the collaboration of the standardization bodies (CEN) and the implementation communities (RS3G), significantly accellerating the modeling of the domain and the time-to-market of the standards. The collaboration is instrumentel in bridging the adoption gap.
The same approach has been taken with the ELM project (European Learner Mobility), a related project work in CEN building on the MLO specification.
On ist way to become a European Norm (EN – expected late 2010), MLO is also being considered by the PLOTEUS team as a possible course metadata specs for harvesting data from the national courses repositories. (Meeting Brussels Feb. 4th 2010 – Milan Remis and Simone Ravaioli)
