from years 2002 to the November 2006, responsible for organization
and supervision of NGL Plant Safety staff.
4. El-Feel Field Safety and Environment Coordinator
Act as Safety & Env. Coordinator in El-Feel Field (Eni Oil Company)
from November 2006 up to date, responsible for organization and
supervision of all El-Feel Safety & Env. staff and responsible to

(Integrated Drilling Service) Rigs.
Jobs Record, Main Duties & Responsibility
1 Participate in the development & implementation of Safety and environment
policies.
2 Monitor & control implementation of Safety Management Procedures (SMP) &
approved annual safety and Environmental protection program.
3 Highlight and identify abnormalities, deviations and substandard practices to
concerned Divisional / Departmental Heads recommending corrective
remedial measures and follow up implementation.
4 Identify imminent hazardous areas, assess potential impact / risk and enforce
immediate implementation of remedial actions.
5 Attend to safe handling of hazardous substances and radioactive source and
provide continuous safety coverage on site during loading of such substances
and implementing hot work programs to ensure safety of working environment.
6 Study all engineering designs and drawings pertaining to modifications of
plants, equipment, installations or works to ensure adherence to safety rules,
standards and codes of practice, during all phases of implantation.
7 Ensure all procedural data pertaining to hazardous substances are available
and necessary precautions are observed when handling. Participate in
technical task forces to study specific engineering safety matters.
8 Develop review, follow up and update the HSE training standards /
requirements in accordance with international training standards and
procedures. Prepare and conduct audits of the HSE Training courses and
ensure enhancement and compliance with international standards and
procedures. Plans, advice, organize and conduct safety indoctrination courses
for new companys direct hire, contracted and contractors employees.
Review, follow up and set up all requirements concerning emergency
response plan and recommend updating and ensure its readiness at all times.
Prepare various emergency scenarios and conduct exercises. Develop HSE
training booklets, handouts, etc. for educating all employees. Prepare pre-fire
planning, and strategy for fighting tank fires, protecting pressure vessels,
separator fires, small and large gas leaking etc. provide expert fire fighting
advice in the event of a firebreak out, and coordinate fire fighting strategy.
9 Review and analysis all accident and incident reports and recommend type of
training required and other corrective actions. Control the companys safety
incentive scheme designed to reduce Lost Time Accident (LTA). Investigate
accidents & incidents involving personnel plant and equipment including
dangerous occurrence in area of responsibility. Determine root causes and
measures necessary to prevent a recurrence, keeping area management
informed. Maintain records statistics on accidents or incidents causing a
breach of safety regulation. Prepare monthly statistical report of accidents and
incidents, highlighting and analyzing problem.
10 Review all existing safety rules and procedures such as: emergency and
none-routine work, etc. in light of recurring incidents / accidents and
recommends enhancements. Review Safe Work Procedures (SWP). Review
safety manuals and recommend appropriate amendment.
11 Participate in setting the specifications and descriptions of new fire equipment
/ systems to be ordered and supervise their installation and commissioning
(active and passive fire fighting systems in plant). Set stock level for safety,
loss prevention and environment materials and spares. Evaluate technical
suppliers proposals / samples and personally tests technical capability of fire
safety and environment equipment. Ensure that all such equipment are
operating efficiently and within easy access.
12 Act as site representative for the Environmental Management Systems (EMS).
Advice and assist in sampling, monitoring and analysis of charge. Report
environmental performance and trends, on environmental awareness, control
and waste management procedures. Follow up environmental incident
recommendation.
13 Follow up and monitoring of PTW (Permit to Work) system and conduct PTW
frequency audit checklist to ensure that the system is functioning as intended.
Conduct routine safety inspections, safety equipment inspections,
management inspection, observation and nonconformity report and safety
rules violations. Conduct five star health and safety management audit,
HSEMS audit according to ISO 14001. Provide and required support to others
in-order to ensure proper and effective implementation of the HSEMS.
Develop and plan a Pan Company HSE audit system. Plan and conduct
specific subject HSE and follow up implementation of the related
recommendations. Coordinate and follow up all audit conduct by third / outside
parties and prepare the related progress.
