Neustadt argued that presidential power is the power to persuade rather than relying on formal powers. However, his approach overlooked the rhetorical dimensions of persuasion and focused more on bargaining. More recent theories have emphasized the presidency's rhetorical nature but have not fully examined persuasion. The chapter proposes studying presidential leadership rhetorically by examining how political contexts invite rhetorical choices with political consequences.
