Actions taken on the decision of DSC
Meeting
? The DSC meeting was held on 09th December, 2014 and the directives
issued by the chair have already been mentioned above. But so far no
reply has been received from District Education Officer (Male) or District
Education Officer (Female) in regard to any action taken by them.

Decision Taken on November, 2014 DSC
? Illegally occupied:
? 21 schools have been reported illegally occupied in the month of November 2014. Out
of these 21 schools 4 are Male and 17 are female. It may also be mentioned that in
some schools female teachers are living in a room because of its far flung location but
even they are reported partially illegally occupied.
? The chair directed that all illegally occupied schools must be retrieved. Help of the
Revenue department, if need be, may also be sought in the retrieval process. Help of
the Local police may also be taken. Report of the retrieved schools must be submitted
within 15 days.
? No report has been received yet

? Closed school:
? 62 schools have been reported closed in the month of November 2014.
? Out of these 62 schools 31 were male and 31 were female. It may also be
mentioned that out of 62 closed schools 34 are reported in the 4 hilly UCs of
Gadoon area.
? The chair directed that action must be taken against the officials of the closed
schools and the same shall be communicated to this office within 15 days.

? Permanently closed or non-functional schools:
? The chair directed DEO Male and DEO Female to prepare a list of permanently
closed and non-functional schools and if they cannot be rendered functional
report to that effect must be submitted within 15 days.

? Absent teaching and Non-teaching staff:
? 162 teaching staff and 97 Non-teaching staff have been reported un-authorized absent in the
month of November 2014.
? The chair directed that stern action must be taken against teaching and non-teaching staff. And
report of the actions taken must be shared in the next DSC that would take place after 15 days.
? Habitual Absent teaching and Non-teaching Staff:
? The chair expressed his displeasure over the lethargic approach of education department and
directed that stern action must be taken against them, even if it may include dismissal from their
service. The chair also expressed his concern over the non-reporting of habitual absent teaching
and non-teaching by the concerned principal and head masters.
A list of 46 Male teachers and 63 Non-teaching staff whose salary has either been stopped or one day salary
has been deducted. Where as reported absence of the remaining absent teaching staff has been justified on
one pretext or the other i.e. detailed posting, performing duty some where else and on casual leave.
No report of any action taken has been received from DEO Female. Despite a request for the same data vide
Letter no.165/DMO E & SE and subsequent Email.

Issues / Recommendations
? GGPS Pirtab Banda and GGPS Kunda Mangal Chai have proxy teachers. The
same has been reported time and again but no action has been taken so far.
? Issue of the detailed posting
? Updated PTC bank statement
? Provision of official data of teaching and non teaching staff place of posting.
? There is no uniform policy for the distribution of PTC. Some Schools get
Rs.5000 rupees per room per year whereas other get Rs.7000?
? Reportedly recently appointed SST in GGHS Utla, Miss Nosheen Wahab and
recently Appointed CT in GGHS Utla Miss Faiza Saeed are also performing as
teaching assistant in FEF degree college Zaida
