However, implementing the SEIF presented challenges related to politics and incentives. Drawing on lessons from the SEIF, a similar fund could be created to support the spin-out of youth services into viable social enterprises. This would align with policies to diversify service provision and leverage capital to attract co-investors into a sustainable fund.

Nearly nine out of ten organizations that received funding achieved or outperformed their initial capacity building aims.
