This document proposes establishing a Supreme Design Council of the Russian Federation to manage and improve the visual identity and branding of government organizations and territories through design. It argues that Russia currently lacks consistent branding and design due to its vertical power structure and lack of initiatives at local levels. A Design Council could help create a stronger, more reliable national image by involving designers in branding state entities and services and increasing the role and power of design in government.
