The development phase focuses on creating the instructional materials outlined in the design phase. This involves collecting and preparing all audio, video, and courseware materials. A plan is produced that lists procedures for implementation, responsibilities, and schedules. The key tasks are developing program materials, combining courseware into a smooth presentation, validating materials meet goals, and preparing necessary guides and job aids. The development phase results in a detailed action plan and materials ready for testing.

3. The Development phase
It is the actual production and assembly of
the materials that were developed in the
design phase.
At this point it is important to include
whoever is responsible for which elements,
time schedules, and deadlines. In this
phase, all audio, video, and courseware
materials are collected, prepared, created
and ready to be tested.

properly, then the training development

5. The Development phase
During this phase, the following need be taken into account:
List activities that will help the target audience learn the task.
Select the delivery method most appropriate to the learning group.
Develop and produce program materials, aids and instructional courseware.
Combine the courseware into a smoothly transitioning presentation.
Validate the material and presentation to ensure it meets all goals and objectives.
Develop trainer guides, learner guides, job aids and participant resources as
necessary.
Prepare coaches and mentors who will be assisting with the training.
Schedule participants.
6. The Development phase
The development phase builds on the Process Performance Objectives and
measurement tools constructed in the design phase. During the
development phase, all audio, video, and text materials are collected,
prepared, or created. Documentation is prepared and the product is ready
to be tested.
The product of this phase is a detailed plan of action that lists step-by-step
procedures for implementing the change. The plan also needs to include
who is responsible for which elements of the project, and time schedules
and deadlines.
