PERSONS WITH DISABILITIES ACT, 1995.
ಅಂಗವೆೈಕಲ್ಯ ಕಾಯ್ದೆಯಂದಿಗೆ ವ್ಯಕ್ತಿಗಳು, 1995.
 Person with disabilities means a person suffering from not less than forty percent of
any disability as certified by a medical authority.
 ವಿಕಲಾಂಗ ವ್ಯಕ್ತಿ ಎಂದರೆ ವೆೈದಯಕ್ತೀಯ ಪ್ಾಾಧಿಕಾರದಿಂದ ಪ್ಾಮಾಣೀಕರಿಸಲ್ಪಟ್ಟ ಯಾವ್ುದೆೀ ಅಂಗವೆೈಕಲ್ಯದ
ನಲ್ವ್ತ್ತಿ ಪ್ಾತಿಶತ್ಕ್ತಕಂತ್ ಕಡಿಮೆಯಿಲ್ಲದ ವ್ಯಕ್ತಿ.
 Persons with disabilities act,1995 was passed by Loksabha in 12th dec.1995 and come
into enforcement on feb.7,1996.
 ವಿಕಲ್ಚೆೀತ್ನರ ಕಾಯ್ದೆ, 1995 ಅನತು ಲೆ ೀಕಸಭೆಯತ 12 ನೆೀ ಡಿಸೆಂಬರ್ 1995 ರಲ್ಲಲ ಅಂಗೀಕರಿಸಿತ್ತ ಮತ್ತಿ
ಫೆಬಾವ್ರಿ 7,1996 ರಂದತ ಜಾರಿಗೆ ಬಂದಿತ್ತ.
 This act is extends to the whole of India except the state of Jammu and Kashmir.
 ಈ ಕಾಯ್ದೆ ಜಮತು ಮತ್ತಿ ಕಾಶ್ಮೀರ ರಾಜಯವ್ನತು ಹೆ ರತ್ತಪ್ಡಿಸಿ ಇಡಿೀ ಭಾರತ್ಕೆಕ ವಿಸಿರಿಸಿದೆ.

• This act explain the equal opportunities, protection of right and complete
involvement of disabled persons. In this act responsibilities are assigned to
central and state government, local corporation and municipalities to provide
the services and facilities and equal opportunities to disabled persons so that
he/she may also prove himself as productive citizen of there society.
ಈ ಕಾಯಿದೆಯತ ಸಮಾನ ಅವ್ಕಾಶಗಳು, ಹಕ್ತಕನ ರಕ್ಷಣೆ ಮತ್ತಿ ಅಂಗವಿಕಲ್ರ ಸಂಪ್ೂರ್ಣ
ಒಳಗೆ ಳುುವಿಕೆಯನತು ವಿವ್ರಿಸತತ್ಿದೆ. ಈ ಕಾಯಿದೆಯಲ್ಲಲ ಕೆೀಂದಾ ಮತ್ತಿ ರಾಜಯ ಸಕಾಣರ, ಸಥಳೀಯ ನಿಗಮ
ಮತ್ತಿ ಪ್ುರಸಭೆಗಳಗೆ ಅಂಗವಿಕಲ್ರಿಗೆ ಸೆೀವೆಗಳು ಮತ್ತಿ ಸೌಲ್ಭ್ಯಗಳು ಮತ್ತಿ ಸಮಾನ ಅವ್ಕಾಶಗಳನತು
ಒದಗಸಲ್ತ ಜವಾಬ್ಾೆರಿಗಳನತು ನಿಗದಿಪ್ಡಿಸಲಾಗದೆ, ಇದರಿಂದಾಗ ಅವ್ನತ / ಅವ್ಳು ಅಲ್ಲಲ ಸಮಾಜದ
ಉತ್ಾಪದಕ ಪ್ಾಜೆ ಎಂದತ ಸಾಬೀತ್ತಪ್ಡಿಸಬಹತದತ.

Persons with Disabilities Act, 1995 (Equal Opportunities,
Protection of Rights and Full Participation) Act, 1995) The aims and
objectives of the Act are:
 To spell out the responsibility of the state towards the prevention of
disabilities, protection of rights, provision of medical care, education, training,
employment and rehabilitation of persons with disabilities;
 ವಿಕಲಾಂಗ ತ್ಡೆಗಟ್ತಟವಿಕೆ, ಹಕತಕಗಳ ರಕ್ಷಣೆ, ವೆೈದಯಕ್ತೀಯ ಆರೆೈಕೆ, ಶ್ಮಕ್ಷರ್, ತ್ರಬ್ೆೀತಿ, ಉದೆ ಯೀಗ
ಮತ್ತಿ ವಿಕಲಾಂಗ ವ್ಯಕ್ತಿಗಳ ಪ್ುನವ್ಣಸತಿ ಕಡೆಗೆ ರಾಜಯದ ಜವಾಬ್ಾೆರಿಯನತು ಉರಿಸರಿಸತವ್ುದತ;
 To create a barrier free environment;
 ತ್ಡೆರಹಿತ್ ಮತಕಿ ವಾತ್ಾವ್ರರ್ವ್ನತು ರಚಿಸಲ್ತ;
 To counteract any situation of abuse and exploitation of persons;
 ವ್ಯಕ್ತಿಗಳ ದತರತಪ್ಯೀಗ ಮತ್ತಿ ಶೆ ೀಷಣೆಯ ಯಾವ್ುದೆೀ ಪ್ರಿಸಿಥತಿಯನತು ಎದತರಿಸಲ್ತ;
 To make special provision of the integration of persons with disabilities into
the social mainstream.
 ವಿಕಲಾಂಗ ವ್ಯಕ್ತಿಗಳನತು ಸಾಮಾಜಿಕ ಮತಖ್ಯವಾಹಿನಿಗೆ ಸೆೀರಿಸತವ್ ವಿಶೆೀಷ ನಿಬಂಧನೆ ಮಾಡತವ್ುದತ.

Prevention and early detection of disability:
 Undertake surveys, investigations and research concerning the cause of
occurrence of disabilities ಅಂಗವೆೈಕಲ್ಯ ಸಂಭ್ವಿಸತವ್ ಕಾರರ್ಕೆಕ ಸಂಬಂಧಿಸಿದ ಸಮೀಕ್ಷೆಗಳು,
ತ್ನಿಖೆಗಳು ಮತ್ತಿ ಸಂಶೆ ೀಧನೆಗಳನತು ಕೆೈಗೆ ಳು
 Promote various methods of preventing disabilities ಅಂಗವೆೈಕಲ್ಯವ್ನತು ತ್ಡೆಗಟ್ತಟವ್

 Provide facilities for training to the staff at the primary health center ಪ್ಾಾಥಮಕ

 Take measures for pre-natal and post-natal care of mother and child; ತ್ಾಯಿ ಮತ್ತಿ
ಮಗತವಿನ ಪ್ಾಸವ್ಪ್ೂವ್ಣ ಮತ್ತಿ ಪ್ಾಸವ್ದ ನಂತ್ರದ ಆರೆೈಕೆಗಾಗ ಕಾಮಗಳನತು ತ್ೆಗೆದತಕೆ ಳು;
 Educate the public through the pre-schools, schools, primary health centers,
village level workers and anganwadi workers; ಪ್ೂವ್ಣ ಶಾಲೆಗಳು, ಶಾಲೆಗಳು, ಪ್ಾಾಥಮಕ

 Create awareness amongst the masses through television, radio and other mass
media on the causes. ಕಾರರ್ಗಳ ಬಗೆೆ ದ ರದಶಣನ, ರೆೀಡಿಯೀ ಮತ್ತಿ ಇತ್ರ ಸಮ ಹ

Education:
 Promoting the integration of students with disabilities in normal schools. ಸಾಮಾನಯ
ಶಾಲೆಗಳಲ್ಲಲ ವಿಕಲಾಂಗ ವಿದಾಯರ್ಥಣಗಳ ಏಕ್ತೀಕರರ್ವ್ನತು ಉತ್ೆಿೀಜಿಸತವ್ುದತ.
 Promoting setting up of special schools in government and private sector;. ಸಕಾಣರಿ ಮತ್ತಿ
ಖಾಸಗ ವ್ಲ್ಯದಲ್ಲಲ ವಿಶೆೀಷ ಶಾಲೆಗಳ ಸಾಥಪ್ನೆಯನತು ಉತ್ೆಿೀಜಿಸತವ್ುದತ;
 Conducting part-time classes in respect of children with disabilities who having
completed education up to class fifth and could not continue their studies on a whole-
time basis; ಐದನೆೀ ತ್ರಗತಿಯವ್ರೆಗೆ ಶ್ಮಕ್ಷರ್ವ್ನತು ಪ್ೂರ್ಣಗೆ ಳಸಿದ ಮತ್ತಿ ಪ್ೂರ್ಣ ಸಮಯದ ಆಧಾರದ ಮೆೀಲೆ
ತ್ಮು ಅಧಯಯನವ್ನತು ಮತಂದತವ್ರಿಸಲ್ತ ಸಾಧಯವಾಗದ ವಿಕಲಾಂಗ ಮಕಕಳ ವಿಷಯದಲ್ಲಲ ಅರೆಕಾಲ್ಲಕ ತ್ರಗತಿಗಳನತು
ನಡೆಸತವ್ುದತ;
 Imparting education through open schools or open universities; ತ್ೆರೆದ ಶಾಲೆಗಳು ಅಥವಾ
ಮತಕಿ ವಿಶವವಿದಾಯಲ್ಯಗಳ ಮ ಲ್ಕ ಶ್ಮಕ್ಷರ್ವ್ನತು ನಿೀಡತವ್ುದತ;
 Conducting class and discussions through interactive electronic or other media;
ಸಂವಾದಾತ್ುಕ ಎಲೆಕಾಾನಿಕ್ ಅಥವಾ ಇತ್ರ ಮಾಧಯಮಗಳ ಮ ಲ್ಕ ವ್ಗಣ ಮತ್ತಿ ರಿಚೆಣಗಳನತು ನಡೆಸತವ್ುದತ;
 Providing every child with disability free of cost special books and equipment's needed
for his education. ಅಂಗವೆೈಕಲ್ಯ ಹೆ ಂದಿರತವ್ ಪ್ಾತಿ ಮಗತವಿಗೆ ಅವ್ರ ಶ್ಮಕ್ಷರ್ಕೆಕ ಅಗತ್ಯವಾದ ವಿಶೆೀಷ ಪ್ುಸಿಕಗಳು
ಮತ್ತಿ ಸಲ್ಕರಣೆಗಳನತು ಉಚಿತ್ವಾಗ ಒದಗಸತವ್ುದತ.

Employment:
 The appropriate governments to identify posts in government establishments,
which can be reserved for disabled persons and review the list of posts at periodic
intervals (not exceedingly three years) (Section 32) ಸಕಾಣರಿ ಸಂಸೆಥಗಳಲ್ಲಲ ಹತದೆೆಗಳನತು
ಗತರತತಿಸಲ್ತ ಸ ಕಿವಾದ ಸಕಾಣರಗಳು, ಇದನತು ಅಂಗವಿಕಲ್ರಿಗೆ ಕಾಯಿೆರಿಸಬಹತದತ ಮತ್ತಿ ಆವ್ತ್ಣಕ
ಮಧಯಂತ್ರಗಳಲ್ಲಲ (ಮ ರತ ವ್ಷಣಗಳಗಂತ್ ಹೆಚಿಸಲ್ಲ) ಹತದೆೆಗಳ ಪ್ಟ್ಟಟಯನತು ಪ್ರಿಶ್ಮೀಲ್ಲಸಬಹತದತ (ವಿಭಾಗ 32)
 At least 3 percent of vacancies in every government establishment are to be reserved
for persons with disabilities. Out of which 1 per cent each shall be reserved for
persons suffering from blindness or low vision and the other 2 percent for persons
with hearing impairment But the central government may exempt any
establishment from the above requirements if the nature of work in such
establishments is such that disabled persons are unable to work in such

Non- discrimination: ತ್ಾರತ್ಮಯರಹಿತ್
 Adapt rail compartments, buses, vessels and aircrafts in such a way as to permit easy access

ವಿಭಾಗಗಳು, ಬಸತುಗಳು, ಹಡಗತಗಳು ಮತ್ತಿ ವಿಮಾನಗಳನತು ಹೆ ಂದಿಸಿ.
 Engrave the surface of the zebra crossing for the blind or for persons with low vision; ಜಿೀಬ್ಾಾ
ಕಾಾಸಿಂಗನ ಮೆೀಲೆೈಯನತು ಅಂಧರಿಗಾಗ ಅಥವಾ ಕಡಿಮೆ ದೃಷ್ಟಟ ಹೆ ಂದಿರತವ್ ವ್ಯಕ್ತಿಗಳಗೆ ಕೆತ್ಿನೆ ಮಾಡಿ
 Devise appropriate symbols of disability; ಅಂಗವೆೈಕಲ್ಯದ ಸ ಕಿ ಚಿಹೆುಗಳನತು ರ ಪಿಸಿ
 Provide warning signals at appropriate places. ಸ ಕಿ ಸಥಳಗಳಲ್ಲಲ ಎರಿಸರಿಕೆ ಸಂಕೆೀತ್ಗಳನತು ಒದಗಸಿ.
 Provide ramps in public buildings, hospitals, primary health centers and other medical care
and rehabilitation institutions. ಸಾವ್ಣಜನಿಕ ಕಟ್ಟಡಗಳು, ಆಸಪತ್ೆಾಗಳು, ಪ್ಾಾಥಮಕ ಆರೆ ೀಗಯ ಕೆೀಂದಾಗಳು

 Research in the following areas shall be sponsored and promoted:

 Financial assistance shall be made available to the universities, other
institutions of higher learning, professional bodies and non-government

 Financial assistance to non- government organizations for rehabilitation of
persons with disability ಅಂಗವೆೈಕಲ್ಯ ಹೆ ಂದಿರತವ್ ವ್ಯಕ್ತಿಗಳ ಪ್ುನವ್ಣಸತಿಗಾಗ ಸಕಾಣರೆೀತ್ರ
ಸಂಸೆಥಗಳಗೆ ಹರ್ಕಾಸಿನ ನೆರವ್ು
 Insurance coverage for the benefit of the government employees with
disabilities ವಿಕಲಾಂಗ ಸಕಾಣರಿ ನೌಕರರ ಅನತಕ ಲ್ಕಾಕಗ ವಿಮಾ ರಕ್ಷಣೆ
 Unemployment allowance to people with disability registered with the special
employment exchange for more than a year and who could not be placed in
any gainful occupation. ಒಂದತ ವ್ಷಣಕ ಕ ಹೆರಿತಸ ಕಾಲ್ ವಿಶೆೀಷ ಉದೆ ಯೀಗ ವಿನಿಮಯ
ಕೆೀಂದಾದಲ್ಲಲ ನೆ ೀಂದಾಯಿಸಲ್ಪಟ್ಟ ಅಂಗವೆೈಕಲ್ಯ ಹೆ ಂದಿರತವ್ ಜನರಿಗೆ ನಿರತದೆ ಯೀಗ ಭ್ತ್ೆಯ ಮತ್ತಿ
ಯಾವ್ುದೆೀ ಲಾಭ್ದಾಯಕ ಉದೆ ಯೀಗದಲ್ಲಲ ಇರಿಸಲ್ತ ಸಾಧಯವಿಲ್ಲ.
