the creation of economic, social, legal and

freedoms, to fight against violations of human
rights and freedoms and to restore infringed

are necessary for communicating with the public

consolidated and coordinated public education by business

 Regular public opinion survey
 Developing commonly shared basic concepts necessary for
communicating with the public and policy developers
 Developing commonly shared methodology for evaluating
impact of business activities on society
 Developing content and dissemination
 Building necessary capacity within BCM for public education,
including budget, staffing, performance measurements and
incentives

  • 1. IS THE BUSINESS COMMUNITY PREPARED TO PROMOTE BUSINESS FRIENDLY ENVIRONMENT? Mr.Jargalsaikhan D., Chairman of Gund Investment LLC and CEO of T.U.S Solution LLC
  • 2. Mongolian politicians try to comply with the public opinion and they dont follow vision, goal and principles. Politicians pursue public opinion and so they promote populist agenda. Due to populist agenda, there is no differentiation between political ideals among political parties. Every nation gets the government it deserves Joseph de Maistre (French philosopher)
  • 3. The public opinion is superficial and easy for manipulation. Most people, in fact, will not take the trouble in finding out the truth, but are much more inclined to accept the first story they hear Thucydides (Ancient Greek philosopher) Public psychology by scholars: Complaining and boresome Dominated by laziness Unstable and inconsistent Negative and pretentious Illogical and unreasoning
  • 4. Public opinion is vulnerable to manipulation. The public opinion is manipulated by public media, particularly by television. Politicians, political parties and business groups own mass media and disseminate targeted information.

The mindset of public is dominated by communist styled paradigms and concepts, such as: Nationalization of property, equalizing mentality Government centered mentality Everything free is good mentality Judgement Justification mentality Public is divided between the ordinary people and the capitalist
  • 6. 1. Shift from command economy to free market economy 2. Shift from nomadic lifestyle to urban lifestyle 3. There is no commonly accepted guiding ideal of commonly accepted value The mentality of people is unorganized and illogical.
  • 7. There is no commonly accepted logical model of relation between society and individuals. We, the people of Mongolia aspiring toward the supreme objective of building a humane, civil and democratic society in our homeland: What is humane society? What is civil democratic society? What is interrelation between humane and civil democracy?
  • 8. There is no commonly accepted logical model on how economic freedom and activities create values for society.
  • 9. There is lack of commonly shared understanding on the role of the Government under the Constitution of Mongolia. The duty of the State is to secure the country's independence, ensure national security and public order. (Article 11.1 ) The State shall be responsible to the citizens for the creation of economic, social, legal and other guarantees ensuring human rights and freedoms, to fight against violations of human rights and freedoms and to restore infringed rights. (Article 19.1)

  • 17. Is the business community prepared to lead public education? As per responses from 27 senior level BCM members: 1. We dont have a commonly shared business model 33.3 % 2. We dont have a commonly shared model for educating public regarding the duties of the Government within the principles of the Constitution 70.3 %

  • 20. Conclusions 1. Business communitys current approach for public education is fragmented, differed and chaotic. 2. Business community is not prepared to promote business friendly environment. 3. Public education shouldnt be one-time campaign, it should be continuous and long term activity with clear vision.

  • 22. What to do? 1. Establish a working group to develop a master plan for consolidated and coordinated public education by business community 2. The plan should cover the following matters: Regular public opinion survey Developing commonly shared basic concepts necessary for communicating with the public and policy developers Developing commonly shared methodology for evaluating impact of business activities on society Developing content and dissemination Building necessary capacity within BCM for public education, including budget, staffing, performance measurements and incentives
