The South Marston Parish Council held an extraordinary meeting on June 28th 2012. [1] Four council members sent apologies for absence. [2] No members of the public were present during the open 10 minutes section. [3] Under declarations of interest, none were made. The council then adopted the Swindon Borough Council Code of Conduct with amendments, as it was advised this would keep them in line with the Borough council.

Draft Minutes of the Extraordinary Parish Council Meeting held on 28th June 2012

2 OPEN 10 MINUTES
No members of the public present.
3 DECLARATIONS OF INTEREST
- Members are requested at the start of the meeting to declare any known interests in any matter to be considered,
and are reminded that any such interest should be declared at the start of the item or during any discussion of the
matter concerned
None.
4 ADOPTION OF CODE OF CONDUCT.
Parish Council to decide whether:
a) to adopt the National Association of Local Councils (NALC) Code of Conduct
b) to adopt the Swindon Borough Council Code of Conduct
c) to adopt their own Code of Conduct
d) amend any of the above
Members received the NALC Code of Conduct as well as the Swindon Borough Council Code of Conduct with
associated documents to review prior to the meeting.
Stephen Taylor, Swindon Borough Council, informed the Clerk that Swindon Borough Council had not
adopted the NALC Code of Conduct for a number of reasons. A number of parish councils had adopted the
Swindon Borough Council Code of Conduct to keep in line with the Borough. Stephen informed the Clerk that
he has no objection to the Parish Council adopting the Swindon Borough Council Code of Conduct with an
amendment to cover the dispensation clause in the NALC document.
Members noted that Stephen Taylor would not be able to carry out any training on the NALC Code of Conduct
for members if adopted. Members commented that they may require guidance from Stephen Taylor in the
future.
SB proposed to adopt the Swindon Borough Council Code with amendments as added by CM. This was
seconded by BT. All were in favour. Motion carried.
Members to declare interests in association with the new Code of Conduct at the next Parish Council meeting.
Clerk to distribute Register of Interests document for councillors to complete. Clerk to amend the Swindon
Borough Council Register of Interest document accordingly.
Members should detail any beneficial interests of land within the parish.
