Letter of Competence
What is competence?	

As de鍖ned in the European Training
Strategy (Salto Youth 2013)
Competences consist of an overall
system of values, attitudes and beliefs as
well as skills and knowledge, which can
be put into practice to manage diverse
complex situations and tasks
successfully. Self-con鍖dence, motivation
and well-being are important pre-
requisites for a person to be able to act
out his/her developed competences.
What is competence?	

As de鍖ned in the EQF (European
Quali鍖cation Framework)
Competence means the proven ability to
use knowledge, skills and personal,
social and/or methodological abilities in
work or study situations and in
professional and personal development. 
In the context of the EQF, competence is
described in terms of responsibility and
autonomy.

Open Badges is a system for
connecting different learning
settings and create pathways
to jobs.
Further work is also necessary to analyse how new
transparency tools such as open badges created by new
certi鍖cation processes on digital learning should be
integrated in/a complement to Europass.
