I am the Resident Country Director in Cape Verde of the Millennium Challenge Corporation (www.mcc.gov
), a development cooperation agency of the United States Federal Government. I worked with Ms. Elsa
Simões in the last five years during the implementation of the $ 110 Million USA compact in support of the
development of Cape Verde.
Ms. Simões was the all important Manager of the Water Management and Agricultural Support Project of
this cooperation. In my almost daily dealings with Ms. Simões, I was impressed by her professionalism,
integrity, good judgment and mature recommendations on issues and decisions of complexity with technical
and political implications.
