National Human Development Report 2009 From exclusion to equality: realising the rights of persons with disabilities in Kazakhstan was prepared within the joint project of the UN Development Programme and the Ministry of Labour and Social Protection with the technical assistance of the British Embassy to Kazakhstan and Kyrgyzstan and the Ministry of Foreign Affairs of the Republic of Kazakhstan. This is the first complex analysis of Kazakh legislation and of the socio-economic infrastructure of Kazakhstan relating to disabled persons. In addition, legislative, institutional and socio-economic measures have been developed and defined, which are necessary to prepare for the ratification and implementation of the Convention on the Rights of Persons with Disabilities and its Optional Protocol.
It is important to note the on-line discussion mechanism that has been employed for the first time in the history of the preparation of the National Human Development Report, which helped to collect the recommendations by the parties concerned, primarily from disabled persons themselves across the country. The discussion of the research results and the recommendation developments in the present report also included a great number of practicing experts, scientists, social activists and politicians both nationally and in the local regions.
This report is expected to attract attention to the problems that disabled persons and their families have, will bring changes to secure their dignity, their rights and well-being and assist ratification of the Convention on the Rights of Persons with Disabilities and its Optional Protocol in Kazakhstan.

4. EMPOWERMENT NOW! PROJECT
According to the UN National Report on Human Development, as of 2009 there were
563 000 people with disabilities in Kazakhstan, including more than 200,000 women
and 50,000 children. In developed countries this segment of society takes an active part
in all spheres of life, whereas disabled women and children in Kazakhstan face
discrimination in daily life. The question is to how to break the wall between them and
the rest of society, allowing people with disabilities to enjoy the same rights and
freedoms and how to help them to integrate into society and obtain financial self-
sustainability.
Goal of the project:
To improvesocialandeconomicconditionsofdisabledpeopleinKazakhstan.
Main events:
1. National assessment and legislative analysis to study the needs of disabled people
andpublicopinionaboutdisabilitychallenges
2. Development and maintenance of a constructive dialogue with government bodies
ondisabilitychallengesintheRepublicofKazakhstan
3. Nation-wide educational informational campaign to raise awareness of the citizens
oftheRepublicofKazakhstanaboutthelifeofdisabledpeople
4. Training, consultation, and grant support to strengthen Kazakhstani organizations
workingwithdisabledpeople.
Project objectives:
1. Improve social & economic conditions of people with disabilities, particularly
womenandchildren,throughpublicawarenesseducationalcampaigns
2. Improve the organizational and network development capacity of local disabled
persons organizations, to increase their efficiency in providing services to people with
disabilities with a focus on the rights and gender equality of women and children with
disabilities
