WELCOME TO THE EURO-CASE
ANNUAL CONFERENCE
Given the importance of innovation for Europe’s economic welfare Euro-CASE
decided to implement an Innovation Platform that took up its work at the
beginning of 2012 under the leadership of acatech (DE) and IVA (SE). Since then
the platform has convened six times over a two and a half year period and has
discussed important topics of European Innovation Policy such as Innovation
Procurement, Public-Private Partnerships, Financing Innovation,Transforming
Manufacturing, Boosting innovation in Europe and Changing Industry Structures.
For the Euro-CASE Annual Conference the Innovation Platform published a
Summary Paper of its work on European Innovation Policy.
The Euro-CASE Innovation Platform consists of experts from science,engineering
and business nominated by the academies.Euro-CASE is committed to contribute
to European Innovation Policy with all its expertise and this year’s Annual Confer-
ence allows us to jointly debate topics as important as of European Innovation
policy perspectives from Euro-CASE and the EIT,the international Dimension
of Innovation Policies and EU Innovation Policy beyond Horizon 2020.We are
especially pleased to welcome Esko Aho for his guest speech.

Innovation is one of the top priorities for the European Union as well
as for Euro-CASE because research, technology and innovation are
vital to secure Europe’s economic competitiveness and address our
grand societal challenges.The EU Europe 2020 strategy, its flagship
initiative Innovation Union and Horizon 2020 highlight the importance
of innovation for Europe and Euro-CASE is committed to contribute to
make Europe the most innovative region in the world.The outstanding
work of the Euro-CASE Innovation Platform and the Energy Platform
reflect our desire to enter a new phase in independent evidence-based
policy advice to European Institutions and national governments.As
independent organisations academies provide eminently suitable spaces
for academic and political interaction and discourse.
Euro-CASE expanded its activities last year: More than ever we provide
independent science- and technology-based policy advice in order
to support policy makers in reaching more evidence based political
decisions.Thus we are very happy to count with the presence of the
presidents of our sister organizations the Federation of All European
Academies (ALLEA), the European Academies Science Advisory Council
(EASAC) and the Federation of European Academies of Medicine (FEAM) to discuss modern approaches of evidence-based
policy advice dialogues with the European Commission, together with our partners from the Directorate-General Research and
Innovation, the Joint Research Center and the Chief Scientific Advisor to the President of the European Commission.
In this spirit, I wish us all a successful conference including fruitful discussions and long-lasting contacts.

SPEAKERS
REINHARD F. HÜTTL
Reinhard F. Hüttl is Chairman of Euro-CASE since
May 2013 and President of acatech - National
Academy of Science and Engineering in Germany. He
is Scientific Executive Director and Chairman of the
Board at the Helmholtz Centre Potsdam – GFZ
German Research Centre for Geosciences. He was
member of the German Government’s Ethics Commission on the
Safe and Secure Provision of Energy which was established in March
2011. He is currently Chairman of the Board of Trustees of the
German Science Academies’ project “Energy Systems of the Future”.
He is member of a number of national and international Academies,
received an honorary doctorate from the University of Vienna in
2004 and was conferred with the Cross of Merit, First Class of the
Federal Republic of Germany in July 2008.
BJÖRN O. NILSSON
Professor Bjorn O. Nilsson is President of the Royal
Swedish Academy of Engineering Sciences (IVA) and
he has a doctorate degree in biochemistry from the
Royal Institute of Technology (KTH) in Stockholm,
where he today holds an adjunct position. Prof.
Nilsson has served in a number of management roles
in the biotechnology and pharmaceutical industry, mainly within the
Pharmacia group of companies. These leading roles include serving as
CEO and President of Karo Bio, a leading public Swedish biotechnol-
ogy company, and as Senior Vice President of Biovitrum and Biacore,
respectively. Prof. Nilsson was also Chairman of the Swedish Biotech-
nology Industry Organization (SwedenBIO) for a four years term. He
serves as a Board member of a number of companies. Prof. Nilsson is
also a member of several governmental and non-governmental
committees in areas such as science, education and innovation.
JEAN-LOUIS MIGEOT
Jean-Louis Migeot is the current President of the
Académie Royale de Belgique (ARB) and Chairman of
the Belgian Academies Council for the Applications of
Science. He is a Civil Engineer, with an MBA and a
PhD degree in Acoustics. He is also a Professor at the
Université Libre de Bruxelles. Migeot is the co-founder
and CEO of the high-tech company Free Field Technologies, which has
subsidiaries in France, Japan, the US and Russia, and which has been
awarded several prizes including the Best Export Company Award in
2006. Their world leading acoustic simulation software developed by
Free Field Technologies is used by over 400 large industrial companies
to help them design less noisy and quieter products. Migeot is also a
Board member of several public institutions and companies.
GEORGES HAOUR
Georges Haour is Professor of innovation manage-
ment at IMD, Switzerland. He is also associated
with an incubator of new ventures, in Cambridge,
UK, and acts as an adviser to companies on
technology-intensive ventures and innovation/R&D
management. Born and raised in Lyon, France, he
obtained a PhD in Chemistry & Materials Science from the Univer-
sity of Toronto, Canada. Hauor has eight granted patents, some of
them are the basis of licensing agreements. He has written four
books; the most recent is “From science to business” (see: www.
sciencetobusiness.ch) and is currently working on a new book:
“Innovation in China”.
CARLOS MOEDAS
Carlos Moedas was born in Beja in 1970. He gradu-
ated in Civil Engineering from the Higher Technical
Institute (IST) in 1993 and completed the final year of
studies at the École Nationale des Ponts et Chaussées,
Paris. He worked in engineering for the Suez-Lyon-
naise des Eaux group in France until 1998. He
obtained an MBA from Harvard Business School (USA) in 2000, after
which he returned to Europe to work in mergers and acquisitions at
investment bank Goldman Sachs. He returned to Portugal in 2004 as
Managing Director of Aguirre Newman and member of the Executive
Board of Aguirre Newman in Spain. In 2008, he founded his own
investment company. He was representing the Social Democratic Party
in meetings with the EU-IMF-ECB delegation to negotiate Portugal’s
economic and financial adjustment programme. Carlos Moedas is the
new EU Commissioner for Research, Science and Innovation.
DERMOT KELLEHER
Dermot Kelleher is President of the European
Academies of Medicine (FEAM) and Fellow of the Irish
and UK Academies of Medical Sciences. He is Vice-
President (Health) and Dean of the Faculty of Medicine
at Imperial College London. From 2004 until 2012 he
was Head of the School of Medicine and Vice-Provost
for Medical Affairs at Trinity College, Dublin. His research has been
focused on the immune response to many of the leading causes of
infectious disease worldwide. He is the author of approximately 200
publications and 14 patents. In collaboration with Professor Hugh Brady,
he obtained collaborative grant funding to establish the Dublin Molecular
Medicine Centre that has now become Molecular Medicine Ireland. He
also held the inaugural directorship of the Institute of Molecular
Medicine. Professor Kelleher is a founding member of Opsona Thera-
peutics and has served as a member of the Board of the Health
Research Board Ireland, the European Medical Research Council and the
Wellcome Trust Clinical Interest Group. He also serves on several
National Bodies in the Health sector and on the board of ICON plc.
JOS VAN DER MEER
Jos WM van der Meer is emeritus Professor of
Medicine at Radboud University Nijmegen, The
Netherlands. Between 1992 and 2012 he was head
of the Department of internal medicine at the
Radboud University Medical Centre. His major areas
of expertise are host defence against infection,
autoinflammation, immunodeficiency and antimicrobial therapy. He is
a member of the Royal Netherlands Academy of Arts and Sciences
(KNAW), for which he served as a vice-president from 2005 to 2011.
He is a member of Academia Europaea and he is the current
president of EASAC, the European Academies Science Advisory
Council. He is a honorary Fellow of the Royal College of Physicians in
London and in Edinburgh and a fellow of the Infectious Diseases
Society of America. He is a member of the Dutch National Board for
Research Integrity LOWI. He received a number of prices and awards,
such as the Gold Hijmans van den Bergh medal. He was awarded
knighthood in the order of the Netherlands Lion in 2003. He
published more than 875 scientific papers in peer-reviewed journals.

GÜNTER STOCK
1983 Professor of Vegetative Physiology in Heidelberg,
1983–2005 Schering AG, from 1989 to 2005 as board
member, responsible for research and development.
Since January 2006 he has served as President of the
Berlin-Brandenburg Academy of Sciences and
Humanities. In January 2008 he took office as
President of the Union of the German Academies of Sciences and
Humanities. He is senator of the German Academy of Sciences
Leopoldina, senator and member of the Joint Committee of the
Deutsche Forschungsgemeinschaft (DFG), member of the German
Academy of Science and Engineering (acatech), and member of the
Forschungsunion Wirtschaft–Wissenschaft of the Federal Ministry for
Education and Research. In April 2012 he was elected President of All

WOLFGANG BURTSCHER
Wolfgang Burtscher is Deputy Director-General of
the European Commission’s Directorate-General
for Research and Innovation, responsible for the
policy and management of the Research Framework
Programme. In this capacity he was involved in the
design and elaboration of Horizon 2020, the new
Framework Programme for research and innovation, and is now
closely associated to its implementation. An Austrian national, Mr.
Burtscher holds a doctorate in law and also has a qualification from
the Institut Européen des Hautes Etudes Internationales in Nice.
ANNE GLOVER
Professor Anne Glover joined the European
Commission as Chief Scientific Adviser to the
President in January 2012. In this role she advises the
President on any aspect of science and technology
and promotes the European culture of science to a
wide audience. Prior to her current appointment she
was Chief Scientific Adviser for Scotland from 2006-2011. Professor
Glover currently holds a Personal Chair of Molecular and Cell Biology
at the University of Aberdeen as well as several honorary doctoral
degrees and is an elected Fellow of the Royal Society of Edinburgh,
the Society of Biology, the Royal Society of Arts and the American
Academy of Microbiology. Professor Glover was recognised in March
2008 as a Woman of Outstanding Achievement in the UK and was
awarded a CBE for services to Environmental Science in the Queen’s
New Year’s Honours list 2009.
VLADIMIR ŠUCHA
Vladimir Šucha is Director-General of the Joint
Research Centre of the European Commission. He
was Deputy Director-General of the JRC between
2012 and 2013. Prior to that, he spent 6 years in the
position of Director for Culture and Media in the
Directorate-General for Education and Culture of
the European Commission. Before joining the European Commission,
he held various positions in the area of European and international
affairs, including e.g. Director of the Slovak Research and Develop-
ment Agency, Principal Advisor for European affairs to the Minister of
Education of the Slovak Republic and as Research, Education and
Culture Counselor for the Slovak Representation to the EU in
Brussels. In parallel, he has followed a long-term academic and
research career, being a full professor in Slovakia and visiting profes-
sor/scientist at different academic institutions in many countries. He
published more than 100 scientific papers in peer reviewed journals.
BRUNO REVELLIN-FALCOZ
Bruno Revellin-Falcoz joined the Dassault Aviation
Design Department in 1966 and focused his
activities on new technologies and advanced
military and civil programs. As Senior Vice President
for Research, Design and Engineering in 1982 he
was in charge of all the technical programs (the
family of business jets Falcon, Mirage 2000 and Rafale fighters). He
left Dassault Aviation in 2008, after 45 years in the company. He
received the Great Prize of “Ingenieurs de France” in 2008. He is
member of the Air and Space Academy of France, the scientific
advisory board of the Ministry of Defence and the scientific advisory
board of OPECST. In 2011/2012 he was President of NATF and
currently acts as its Honorary President and Delegate for Foreign
Affairs and is a member of the Executive Committee of the
governing board of the European Institute of Innovation and
Technologies (EIT).
ESKO AHO
Executive Chairman of the Board at East Office of
Finnish Industries. Former Prime Minister of Finland.
Aho has enjoyed a long and distinguished career
serving society, business and politics, holding the
post of Prime Minister of Finland from 1991 to
1995. After the 2000 presidential campaign, he
joined Harvard University as a lecturer, and following his retirement
from the Finnish Parliament, he worked as a private consultant. Aho
was President of the Finnish Innovation Fund SITRA, from 2004 until
2008, chaired the EU Independent Expert Group on R&D and
Innovation in 2005-2006, and served as an Executive Vice President
of Corporate Relations & Responsibility and Member of the
Leadership Team at Nokia Corporation from November 2008 until
August 2012. Aho was elected foreign member of the Royal Swedish
Academy of Engineering Sciences in 2006.
RANDALL S. WRIGHT
As a Senior Liaison Officer for MIT, Wright leads
teams of researchers and faculty members in
providing on-going emerging technology intelligence
and strategic advice for the world’s leading technol-
ogy companies. Wright is an invited lecturer at
Northeastern University’s Executive M.B.A. He is a
sought-after speaker, delivering speeches focused on emerging
technology opportunities and challenges, and counter-intuitive
insights in executive panels and discussions. Prior to becoming a
Senior Liaison Officer for MIT, Wright was a Marketing Manager for
Pfizer, Inc., a major U.S. pharmaceuticals company. He was also a
Strategic Planning Analyst for Pennzoil Company--a Fortune 500 oil
and natural resources company.
OTTO C.C. LIN
Otto Lin worked for Du Pont (USA) in 1967
engaging in research and commercialization of
polymers and coatings. Later he returned to Taiwan
and in 1988 was appointed President of the
Industrial Technology Research Institute (ITRI) that
spearheaded many high-tech programs transforming
Taiwan to a technology intensive economy. In 1997, he joined Hong
Kong University of Science and Technology as Vice President for
R&D. He promoted science collaborations between Hong Kong and
China in the establishment of the Guangzhou Nansha IT Park.
Presently he is senior advisor to the President, Hong Kong Polytech-

nic University. He writes and lectures extensively in the Asia Pacific
region on innovation, entrepreneurship, and soft power for innova-
tion competitiveness. He is a foreign member of IVA, Fellow of the
HKAES and recipient of 1993 Technology Award of the Third World
Academy of Sciences (TWSNO).
PETER DRÖLL
Peter Dröll is in charge of Innovation Union and
European Research Area in the European Commis-
sion’s Research and Innovation Department. This
Directorate is about creating the conditions for
excellent research and innovation throughout
Europe. Peter is a lawyer by training with a doctor-
ate degree in German constitutional law and European law. Before
joining the European Commission in 1991, Peter worked as a lawyer
in Germany.
JAKOB EDLER
Jakob Edler is Professor of Innovation Policy and
Strategy and Executive Director of the Manchester
Institute of Innovation Research, MBS, University of
Manchester. His main interest lies in the justification,
conceptualisation and effects of science, technology
and innovation policy and governance. In recent
years he has published on demand oriented policy approaches,
including public procurement of innovation, the governance of
change in socio-technical systems and the governance of responsible
research and innovation, the development and application of
evaluation concepts in science and innovation policy and the
internationalisation of research and innovation activities. He has
advised OECD, the EU, WIPO, numerous national ministries and
agencies. Jakob Edler has a PhD in Political Science from the
University of Mannheim (1999). Before joining University of Man-
chester in 2007, he was Head of Department in the Fraunhofer ISI,
Karlsruhe.
MARIANA MAZZUCATO
Mariana Mazzucato (PhD) holds the RM Phillips
chair in the Economics of Innovation at SPRU in the
University of Sussex. Her research focuses on the
relationship between financial markets, innovation,
and economic growth at company, industry and
national level. Current projects include Financing
Innovation and Finance and Mission Oriented Investments funded by
the Institute for New Economic Thinking and Ford Foundation’s
Reforming Global Financial Governance initiative, respectively. Her
new book “The Entrepreneurial State: debunking private vs. public
sector myths” focuses on the need to develop new frameworks to
understand the role of the state in economic growth and how to
enable rewards from innovation to be just as ‘social’ as the risks
taken. In 2013 the New Republic called her one of the ‘3 most
important thinkers about innovation‘. She advises the UK govern-
ment and the EC on innovation-led growth.
LUC SOETE
Professor Luc Soete obtained a PhD in economics
from the University of Sussex. In 1986 he was
appointed professor of International Economic
Relations at the Maastricht University School of
Business and Economics. Two years later he estab-
lished the Maastricht Economic Research Institute on
Innovation and Technology, which quickly grew into a leading research
institute in the economic analysis of technological development and
innovation. He was appointed dean of the Maastricht Graduate
School of Governance in 2010. Soete is a member of the Royal
Netherlands Academy of Arts and Sciences, the Dutch Advisory
Council for Science and Technology Policy and Chairman of the High
Level Group “Research, Innovation and Science Policy Experts” at the
European Commission. Over the past 30 years, Soete has authored,
co-authored, edited and co-edited more than 11 books, and over 150
articles and book chapters. Soete is the Rector Magnificus of
Maastricht University as of 1 September 2012.
