1. Why Family Matters
A Family Impact Analysis by Katrina Brown, Katie Durham, Audra Faust and Jennifer Harden
What is the big I.D.E.A. of this policy?
The Individuals With Disabiltiies Improvement Act of 2004s (an updated version of the original
IDEA passed almost forty years ago) main purpose is to support programs that assist students
with disabilities and their families as well as to approve and allot state and federal aid to students
with disabilities and to special education programs that support these students.
Part D Subpart 3
Focus in National Activities to Improve Supports to Improve Results for
Education of Children With Disabilites. Children With Disabilites.
Subpart 3 of Part D is centered around different supports, such as parent education centers and
government funding for highly qualified special education programs with the intent of improving
parenting skills of those with children with disabilities and preparing the children for adulthood.
WHO
Children with disabilites have
mental retardation, hearing
impairments (including deafness),
speech or language impairments,
visual impairments (including
blindness), serious emotional
disturbance (referred to in this chapter
as emotional disturbance),
orthopedic impairments, autism,
This policy most directly affects families with children currently enrolled in traumatic brain injury, other health
school, specifically families of children with disabilities. Though it affects impairments, or specific learning
families regardless of race, socioeconomic status, or heritage, the policy disabilities.
does specifically point out that special care should be taken to ensure

that disadvantaged families are receiving any benefits that should result
from the implications of this policy. Subpart 3 of part D discusses centers
that will most likely affect suburban and urban families, as that is where
the centers will be placed. However, part of the criteria to receive
government funding is that centers should provide assistance to families
in urban and rural areas.
WHAT
The entire IDEA relates to economic support, childrearing, and family
caregiving, but subpart 3 of part D specifically relates most to family
caregiving. Because this section of the policy is about providing services
to help parents learn how to best help their disabled children be
successful in school and be adequately equipped for adulthood, family
caregiving as a function of the family is directly affected by this policy.
As for childrearing, this section of the policy also involves getting parents
of disabled children to play an active role in the education of the

children as well as the health care of the children.
