We, the Foundation for Economic Freedom, are opposed to the extension of the Comprehensive Agrarian Reform Program (CARP). We fully agree with the scientific findings of Dr. Raul Fabella, National Scientist for Economic Science, that CARP has only created a class of landed poor and has failed to increase agricultural productivity. We believe that extending CARP will only increase uncertainty over property rights over agricultural land and deter investments in agriculture.

We believe that extending CARP will only increase uncertainty over property rights over agricultural land and deter investments in agriculture. Instead of extending CARP, we recommend the following: 1. Provide a budget that will divide the collective CLOAs (Comprehensive Land Ownership Awards) so far issued by the Department of Agrarian Reform into individual CLOAs. 2. Legislation that will allow farmer beneficiaries to mortgage their CLOAs for production loans. 3. Legislation that will amend the current Comprehensive Agrarian Reform Law (Section 27) that will allow farmer beneficiaries to lease their lands. We believe that not extending CARP and amending the current CARL as mentioned above is the only way to inclusive growth in the countryside.
