Kenya and Moldova had controversial records on budget transparency due to capacity barriers to data collection, not political resistance to openness. Through the BOOST initiative, these barriers were removed, allowing the governments to rapidly increase transparency and become two of the most transparent countries. BOOST is a repeatable, useable, timely, flexible, comprehensive, and effective approach that is now spreading to other countries like Latvia, Poland, Romania, Bulgaria, Azerbaijan, El Salvador, Uganda, and Peru.
