This study evaluated the effects of 5 years of targeted mobile radar speed enforcement on rural roads in the Dutch province of Friesland. 28 road sections totaling 116 km were subjected to enforcement, which aimed to reduce speeding and accidents. Speed and accident data before and during enforcement were analyzed. The results showed significant decreases in mean speeds and percentage of speed limit violators over time on the enforced roads, largest in the first and fourth years when enforcement was intensified. There were also decreases in speeding on nearby comparison roads not directly enforced, indicating spillover effects.
