Gregory M. Warren is a Senior Administrative Analyst and Administrative Manager for the City of Orange. He has over 16 years of experience managing budgets and programs for the Public Works and Community Services departments. Warren holds a PhD in Leadership Studies from Chapman University, as well as an MA in Organizational Leadership and a BS in Business Administration. He has presented on leadership topics at numerous conferences and universities. In his spare time, Warren lives in Long Beach with his wife and two daughters.

Biography: Gregory Warren
Gregory Warren has served the residents of the City of Orange for over 16 years as a Senior
Administrative Analyst and Administrative Manager with the Public Works and Community and
Library Services Departments. In the Public Works Department, his responsibilities include, but are
not limited to, the monitoring and management of the department's budget, the management
of a $250-million solid waste and recycling franchise and collaborating with department
stakeholders to create and facilitate a leadership development program and leadership
academy for employees throughout the organization.
During his tenure with the Community and Library Services Department, Greg was responsible
for managing the departments budget, submitting myriad grant applications, managing
contracts for over 100 vendors and inaugurating a recognition leadership training program.
Prior to his employment with the City of Orange, Greg worked as an Analyst, Economic
Development Specialist and trainer with the County of Ventura and the City of Long Beach.
During his employment with the County of Ventura, he was responsible for retaining, expanding
and attracting several businesses, securing incentive packages and loans through the State of
California that exceeded $10 million. Greg also worked with a team of Analysts to develop a
model for determining equitable trash and recycling rates for Ventura County residents.
While employed with the City of Long Beach, Greg was responsible for establishing nationally
recognized recycling programs in the City, developing educational curriculum while teaching
composting and recycling classes. During that time, Greg facilitated the development of a
model residential composting demonstration site at the Citys Nature Center.
Greg has learned that gratitude and transcendence are the keys to prosperous living and
change is a constant that should be embraced. To work well with others, Greg remains
committed to the pursuit of lifelong learning. Currently, Greg is involved with the Leadership
Studies cohort in the Ph.D. program at Chapman Universitys College of Educational Studies.
Prior to his enrollment at Chapman University, Greg received his Bachelor of Science in Business
Administration and Minor in Psychology from Cal Poly San Luis Obispo and his Master of Arts in
Organizational Leadership from Chapman University. When he is away from work and his studies,
Greg resides in Long Beach with his wife Jean and two daughters; Sara (age 8) and Katherine
(age 13).
