This guidance document outlines the risks of operating scissor lifts and other mobile elevating work platforms (MEWPs) with outriggers on inclines. Positioning outrigger footplates on ramps and slopes can cause the MEWP to slide down the incline. The risks of operating Scissor lifts and other similar MEWPs on outriggers on inclines
There is a risk of scissor lifts with outriggers (and other MEWP’s with outriggers) sliding down ramps,
driveways, underground car park entry ramps and outdoor slopes. The contributing factors include newly
painted ramps, icy, wet, oil and sand covered ramps, metal plates, grassy and loose surface slopes.
This can occur when the platform is fully lowered or when elevated.
Do not exceed the gradeability rating of the MEWP.
Do NOT attempt to pack under the tyres.
To avoid the MEWP sliding when setting up, place the braked wheels up the incline. (NB: Braked wheels
should be identified, however if they are not identified, braked wheels are usually not the steer wheels -
Refer to Operators Manual if not stated).
The outrigger foot plates must be lowered only onto a firm surface that can support the load of the MEWP
and its rated capacity.
If the area above a sloped surface or ramp needs to be accessed, use a MEWP with the appropriate reach
(e.g. a boom lift) so it can be set-up on a level area.
A competent person shall assess slope and surface conditions before setting up machine
on a slope.

A Competent Person must document the assessment process and permission for use on the ramp.
MEWPs with Outriggers on Inclines
The EWPA recommends that a decal indicating ‘the risk of sliding down an incline’ is installed at the
control position(s) on Scissor lifts and other MEWPs installed with outriggers.
